Dedicate resources to developing culture and people

The Resolution of the 16th Provincial Party Congress, term 2025-2030, identifies regular tasks and major solutions to be implemented, focusing on developing culture and people, building a culture rich in Quang Ninh identity; strengthening sustainable social development management; ensuring social security and welfare, implementing social progress and equity; improving the quality of life and happiness of the people.

On November 9, in the spirit of the whole country implementing the Politburo 's policy on investing in building schools for border communes, Quang Ninh simultaneously held a groundbreaking ceremony to build 6 schools (1 primary and secondary school and 5 secondary and secondary boarding schools) in the border communes in the province. These are: Hoanh Mo Primary and Secondary Boarding School (Hoanh Mo commune); Binh Lieu Primary and Secondary Boarding School (Binh Lieu commune); Dong Tam Primary and Secondary Boarding School (Luc Hon commune); Quang Duc Primary and Secondary Boarding School (Quang Duc commune); Quang Son Primary and Secondary Boarding School (Duong Hoa commune) and Hai Son Primary and Secondary School (Hai Son commune).

This is an important event, affirming an important step, contributing to concretizing the Party and State's ethnic policies and guidelines, while creating momentum for socio- economic development, improving people's knowledge and quality of human resources, improving the lives of people in border areas; consolidating national defense and security, and building a strong border.

This event has created a widespread influence among cadres, party members and people, especially people in border areas who were really moved when receiving the great attention of the Party, the State and the province. Witnessing the groundbreaking ceremony, many parents of students in the highland border areas expressed their excitement and peace of mind when their children's schools were newly built, spacious, and their children could study and stay in boarding houses convenient for studying and living.

In recent years, Quang Ninh has devoted many resources to social security and welfare, paying attention to remote, border and island areas of the province. In particular, many policies for education and training development have been implemented, contributing to improving the quality of education and training. Recently, the Provincial People's Council's Culture and Social Affairs Committee held a meeting to review draft resolutions on the cultural field, including a draft resolution regulating the policy of supporting school milk for preschool children and primary school students studying at educational institutions in Quang Ninh from the 2025-2026 school year to the 2030-2031 school year. The draft resolution has a preferential policy for children in the province, in which nursery children are supported with 110ml of milk/school day, preschool children and primary school students are supported with 180ml of milk/school day. This content will be considered by the Provincial People's Council at the 33rd Session, the upcoming thematic session of the Provincial People's Council.

Closely following the spirit of the Resolution of the 16th Provincial Party Congress and Plan No. 272/KH-UBND (dated October 21, 2025) of the Provincial People's Committee on improving the quality of urban areas and residential areas, striving to build Quang Ninh into a centrally-run city before 2030, in recent days, many localities in the province have enthusiastically implemented this plan with the active participation of cadres, party members and people. In particular, on November 8 and 9, wards and communes in the area of ​​Cam Pha City (formerly) simultaneously launched the campaign "90-day peak" and the movement "All people participate in renovating and beautifying urban infrastructure and residential areas, realizing the goal of building Quang Ninh into a centrally-run city before 2030. Previously, on November 5, 11 communes and wards in the area of ​​Ha Long City (formerly) simultaneously launched the campaign "90 days and nights to upgrade urban and residential infrastructure".

To implement this campaign, each ward and commune has developed an implementation plan with specific routes and tasks and expressed determination to complete the plan as soon as possible. Typically, Ha Long ward will carry out 6 projects to renovate, upgrade, and embellish, combining the handling of flooded areas and ensuring traffic safety, namely: Renovating, upgrading, embellishing, combining the handling of flooded areas and ensuring traffic safety on streets in Bai Xit area (Column 3); renovating the western route of National Highway 18A, Tuyen Than route and Nui Ham road in Ha Long ward; renovating, upgrading, embellishing, combining the handling of flooded areas and ensuring traffic safety in Van Nghe hill area (phase 1); overcoming flooding, preventing landslides in Hong Ha 3 area; renovating, upgrading, embellishing, combining the handling of flooded areas, ensuring traffic safety on Le Chan street; streets in the Licogi expansion project area (Column 8).

Hong Gai Ward, in addition to 3 key projects being implemented (renovation, upgrading, embellishment, combined with handling of flooded areas in Pham Ngu Lao neighborhood and the self-built wood workshop area, Yet Kieu 3 shipbuilding industrial park; renovation, upgrading, embellishment, combined with handling of flooded streets in Yet Kieu 2, Yet Kieu 3, Yet Kieu 4 and Tran Hung Dao 4 areas; renovation, upgrading, embellishment, and handling of local flooding on the road adjacent to Vung Dang urban area and Bai Chay bridge resettlement area, Yet Kieu 3 area), will also implement 6 urgent projects to handle flooded areas, environmental pollution in residential areas and urban embellishment...

Implementing this policy, the spirit of people voluntarily donating land is spreading strongly in all areas where projects are being implemented. This is not only a peak of action but also a widespread political activity, mobilizing the participation of cadres, party members and people to actively implement the goal of building Quang Ninh into a centrally-run city before 2030. Many cadres, party members and people have voluntarily donated land and demolished works to implement this major policy, contributing to speeding up the progress of infrastructure completion, improving the quality of life, and implementing urban criteria according to the general policy of the province.

Ms. Nguyen Thi Duong (Group 6, Gieng Day 1 area, Viet Hung ward) said: The road in front of my house is currently quite narrow, on days of heavy rain the road is flooded, making travel extremely difficult and dangerous. When I learned that the province and ward launched a 100-day and night campaign to upgrade urban and residential areas, my family was very excited and fully supported it. The family is willing to donate part of the land, remove the fence to join hands with the locality to implement this program. When the road is widened, the neighborhood is clean, people travel more conveniently and safely, so the people in the area are excited...

With policies aimed at the people, in the new term, Quang Ninh continues to develop a diverse, modern, flexible social security system that covers the entire population and meets the needs at each stage. Create all conditions for all people to access and enjoy basic and essential services, prioritize support for policy beneficiaries and vulnerable groups; gradually care for and improve the quality of life and ensure sustainable development for all classes of people.
