Concern about policies for remote areas and ethnic minority areas

Commenting on the draft documents of the 14th National Party Congress, National Assembly delegate of Dien Bien province Lo Thi Luyen proposed to supplement the assessment of the implementation results of the main targets on socio-economic development for the 5 years 2021 - 2025 stated in the Resolution of the 13th National Party Congress, clearly stating how many targets were exceeded, achieved, and not achieved.

Need to clarify the main development goals and targets for the 5 years 2026 - 2030

Delegate Lo Thi Luyen said that through research, it was shown that some targets set out in the Resolution of the 13th National Party Congress have not been evaluated, such as: The rate of collection and treatment of urban solid waste that meets standards and regulations (target 90%); the rate of establishments causing serious environmental pollution that are treated (target 100%).

Delegate Lo Thi Luyen proposed to add a target on the rate of people participating in Social Insurance (The current Social Insurance Law has stipulated many preferential policies for people to access voluntary social insurance. Currently, communication work to help people understand the Social Insurance policy is still limited. Many self-employed people do not know or understand this policy, so they do not participate in voluntary Social Insurance to take care of themselves when they reach retirement age. This is an important pillar of social security for the country, especially in the context of the current aging population.

Along with the State's policy of building a multi-layered social security system, improving social welfare for all people, ensuring that all people have access to and enjoy basic, essential social services of quality, "leaving no one behind" - on page 32 of the Draft Political Report, delegate Lo Thi Luyen said that the State needs to further strengthen the propaganda and dissemination of policies to the people to raise awareness and understanding of policies, from which they themselves must be aware of their responsibility to themselves (to avoid the idea that the responsibility for social security belongs entirely to the State, and people just need to enjoy).

Regarding streamlining the apparatus and reducing staff, delegate Lo Thi Luyen said that, in addition to innovation and restructuring the apparatus, streamlining staff is a major policy of the Party to restructure the team, improve the quality of the team of cadres, civil servants and public employees; contribute to improving the capacity and efficiency of the political system, saving and reducing regular expenditures, and reforming salary policies.

Also according to delegate Lo Thi Luyen, the Draft Political Report assesses on page 10 that "The implementation of streamlining the payroll associated with improving the quality of the staff has had a clear change, achieving the set goals, contributing to saving State budget expenditures". Delegate Lo Thi Luyen proposed to add data to demonstrate the content of streamlining the payroll. At the same time, it is proposed to add data on streamlining the organizational apparatus, the new draft political report has data on streamlining and reducing focal points at the provincial and communal levels, but does not have data on the arrangement of central ministries and branches; local departments and branches and public service units; State-owned enterprises.

Focus on developing ethnic minority and mountainous areas

Delegate Lo Thi Luyen agreed with the assessment content related to ethnic minority areas in the draft Political Report on page 12: “The rich-poor gap and social inequality tend to increase. Transport infrastructure, electricity and water in remote areas and ethnic minority areas are still difficult. Health services are still limited, especially primary health care and preventive medicine”; “ Education and training in remote areas and ethnic minority areas still face many difficulties”; “Party organization building, management and development of party members still face a number of difficulties and shortcomings, especially in remote areas, ethnic minority areas, religious areas and non-state enterprises”.

Delegate Lo Thi Luyen said that the draft Political Report also outlined the tasks and solutions in the coming time, which are: Focusing on developing the culture of ethnic minority areas; having priority policies for investment in education development in mountainous, remote, border, island, and especially disadvantaged ethnic minority areas, and policy beneficiaries; supporting community learning centers, especially in border, island, remote, ethnic minority and mountainous areas; ensuring equality, solidarity, and mutual assistance among ethnic groups for development. Promoting the positivity, self-reliance, and self-reliance of ethnic groups in socio-economic development, rising out of poverty, and sustainable multidimensional poverty reduction.

To address the limitations and difficulties in remote areas, ethnic minority areas, in addition to prioritizing cultural and educational development, I propose to add the content of prioritizing investment in good regional transport infrastructure; having electricity and enough water to meet the needs of daily life and production in these areas. This is the greatest desire of the people, the basic condition and the decisive factor to promote the will of the people to strive to escape poverty (page 32 of the Draft Political Report: Striving to achieve the goal of basically no poor households by 2030 and basically exempting all people from hospital fees. Ensuring national food security and nutrition for people, especially in difficult areas, ethnic minority areas, disadvantaged and vulnerable groups).

Delegate Lo Thi Luyen said: People really want the State to do things that people cannot do because people do not have enough strength to do (good transport infrastructure and regional connectivity for trade and travel; clean water for daily life; irrigation system for production; electricity grid for daily life and production and business; radio and television coverage; telephone coverage... if the State does these conditions well, civilization will come to the people, people will make efforts to improve themselves to have food and clothing, will have jobs, will create sustainable livelihoods to ensure income for life.

Regarding the Action Program issued with the draft political report, delegate Lo Thi Luyen said: Recently, the Government has agreed on the policy of merging 3 National Target Programs: Sustainable poverty reduction, new rural construction and socio-economic development in ethnic minority areas into one National Target Program. According to the 10th session program, the National Assembly will review and give opinions on the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority areas until 2030.

In the draft Action Program, there are still 2 National Target Programs: New Rural Development and Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority Areas. The policy of merging 3 National Target Programs into 1 program needs to be clearly stated in the Action Program to ensure consistency in implementation.
