The Ministry of Public Security launched the emulation movement "Most Disciplined - Most Loyal

On November 4, the Ministry of Public Security held a monthly meeting for October 2025, combining the dissemination and implementation of the Resolution and Action Program to implement the Resolution of the 8th Central Party Congress of the Public Security and launching the Three Best emulation movement: "Most Disciplined - Most Loyal - Closest to the People".

At the Conference, General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security launched the Three Firsts emulation movement in the entire People's Public Security force with 21 specific contents on "Most Disciplined - Most Loyal - Closest to the People", which are:

The most disciplined with 7 specific contents are: (i) Absolutely comply with the Political Platform, Party Charter, resolutions, directives, regulations, statutes, conclusions, and instructions of the Party; strictly and accurately comply with the Constitution, State laws, orders, regulations, statutes, and working procedures of the People's Public Security. (ii) Absolutely obey and thoroughly execute, best execute orders and directives of superiors; reports from bottom to top must be honest, accurate, prompt, and practical. (iii) Voluntarily place oneself under the management of the Party cell and unit; act within the scope of discipline of the organization; comply with the discipline of the Party, of the government, of agencies, organizations, and of the people. (iv) Strictly implement the principle of minority obeying the majority, individuals obeying the organization, the few obeying the many, subordinates obeying superiors, and localities obeying the Central Committee; speak and act according to the Party's resolutions. (v) Whatever the Party assigns, no matter how difficult, must be done and completed. (vi) Words must go hand in hand with actions, setting an example of ethics; leaders and commanders must truly be shining examples of law enforcement and discipline. (vii) Passionate, dedicated, responsible, performing tasks with high efficiency and effectiveness; saving time, working scientifically ; capable of overcoming all temptations and difficulties, courageously facing thorns and challenges, ready to sacrifice life and personal interests for the Party and the people.

Most loyal to the 7 specific contents are : (i) Always strive to sacrifice for the Party's ideals and the goal of a rich people, a strong country, democracy, fairness, and civilization; put the national and ethnic interests, the common interests of the Party, the State, and the People above all else; always maintain the mettle and integrity of a revolutionary police officer, unify thoughts and actions, wholeheartedly devote to serving the People, for the Party, for the people, selflessly sacrifice and be exemplary in all matters. (ii) Absolutely loyal to Marxism-Leninism, Ho Chi Minh thought, wholeheartedly, wholeheartedly, and make continuous efforts to contribute to the nation and the Fatherland, for the people, for the Party, for the successful implementation of the 2 100-year strategic goals and the goals of "peace, stability, sustainable development, high quality, improving all aspects of people's lives", maintaining national security, ensuring social order and safety. (iii) Resolutely protect the Party's guidelines, protect the purity and strength of the Party organization; fight against all thoughts and actions contrary to the Party's guidelines and policies, all plots and actions against the Party and the State. (iv) Respect and comply with the Party's leadership principles, especially the principles of democratic centralism, self-criticism and criticism; actively practice ethics and revolutionary qualities, constantly improve revolutionary action capacity to increasingly better perform assigned tasks; strive to stand in the Party's ranks and realize the Party's ideals. (v) Actively participate in Party building, constantly consolidate internal solidarity and unity; resolutely fight against signs of degradation in political ideology, ethics, and lifestyle of comrades and teammates; resolutely fight against wastefulness, extravagance, deceit, and "talking but not doing"; Absolutely no personal grudges, self-interest, factions, oppression, or personal feelings or interests that cause inequality and injustice in the agency or unit. (vi) Keep promises, be straightforward, honest, truthful, and willing to admit mistakes; respect, support, and assist teammates; be dedicated and wholehearted in all commitments; do all the work, not all the hours; absolutely do not take advantage of loopholes and shortcomings for personal gain and promptly advise on closing loopholes and shortcomings. (vii) Have the will to improve, be creative and dedicated in the work of fighting, actively put forward initiatives and creative ideas to improve the quality and efficiency of work. Excellently complete all assigned tasks. The most loyal person is a shining example of dedication.

The closest to the people with 7 specific connotations are: (i) "People are the root", the center, the subject in all policies, strategies, and security and order protection work. The highest measure of all aspects of security and order protection work is the happiness and peace of the people. (ii) Pay attention to and take care of the material and spiritual life of the people; protect the legitimate and legal rights and interests of the people; create conditions for the people to promote their right to mastery, enjoy benefits in a progressive, fair, civilized and happy society; rely on the people to build a truly clean, strong, disciplined, elite and modern police force. "Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might". (iii) Respect, be polite, modest, honest with the people, believe in the people, be close to the people, unite with the people to form a block, love the people, love the people; (iv) Each cadre and soldier, especially leaders and commanders, must always take the goal of caring for the people's interests and benefiting the people as the greatest goal in their work; proactively guide people in studying, working, producing, building a happy, prosperous and developed life. (v) Effectively implement the motto "when the people need, when the people are in trouble, there is the police". Take the lead in helping and rescuing people in times of danger and hardship; pioneer in activities to repay gratitude to those who have contributed to the revolution, to the country and homeland. (vi) Regularly listen to opinions, thoughts and aspirations, especially urgent issues of the people; thoroughly resolve requests and urgent issues of the people that are legitimate and in accordance with the law; (vii) Know how to learn from the masses, correct shortcomings, to make work increasingly progressive. (vii) Implement well the spirit of democracy, publicity, transparency, and openness so that people can confidently express their thoughts and aspirations.

Minister Luong Tam Quang requested the Heads of Public Security of local units to base on the emulation targets in the Ministry's Plan and 21 specific contents of "Most Disciplined - Most Loyal - Closest to the People" to supplement the work program and plan; every month in the Party cell activities, each leader, commander, officer, soldier, and each unit must examine, review, and clearly point out the specific products and results that demonstrate "Most Disciplined - Most Loyal - Closest to the People" that have been achieved. The Department of Political Work is assigned to continue to concretize, guide, periodically monitor, and evaluate the results of the movement.

Minister Luong Tam Quang believes that every leader, commander, and officer in the People's Public Security will strive every day to spread the Three Firsts emulation movement strongly, truly becoming a catalyst to promote the successful implementation of the Resolution of the 8th Central Public Security Party Congress, making the work of ensuring security and order make a worthy contribution in the new era of the country under the leadership of the Party.
