National Assembly Deputy Nguyen Phuong Tuan (An Giang) said that the scope of amendments and supplements of the draft Law aims to promptly remove bottlenecks of 15 laws in the fields of agriculture and environment, meeting urgent practical requirements in the process of implementing policies and laws in this field.
However, delegate Nguyen Phuong Tuan still wondered about the time the law would take effect after it was promulgated.

According to the draft Law, the effective date is January 1, 2026, which means from the time of passing to the time the law comes into force is less than 1 month. Meanwhile, the draft Law is related to 15 laws in the fields of agriculture and environment.
“Does the Government, especially the ministries and branches in charge of 15 laws, have time to develop Decrees, Circulars, and sub-law documents to apply in practice?” Asking this question, delegate Nguyen Phuong Tuan also pointed out the fact that for laws passed under the two-session process, the Committee on Science , Technology and Environment used to preside over the review for a very long time, for example, there was a Law passed at the Eighth Session but until now the Decree has not been developed.
"Meanwhile, the draft Law amending and supplementing a number of articles of 15 Laws in the fields of agriculture and environment is related to the issue of decentralization and delegation of power, so it is not clear how the Government's ministries and branches will have to solve this problem."

Raising the above issue, delegate Nguyen Phuong Tuan requested the drafting agency and representatives of relevant agencies in charge of the 15 amended and supplemented laws to urgently develop Decrees and Circulars guiding the implementation for timely promulgation, ensuring feasibility when this law is passed.
Regarding the group of contents on decentralization and delegation of power in the fields of agriculture and environment, delegate Nguyen Phuong Tuan said that these contents were amended and supplemented in 112 Articles of 14 Laws. This is a very large and voluminous amount of content. The delimitation of authority of local authorities at 2 levels is in 67 Articles of 14 Laws.
The draft Law reduces conditions on business investment and administrative procedures in 75 Articles of 11 Laws. In addition, the draft Law also amends to immediately resolve and handle 20 bottlenecks caused by legal regulations in 10 laws in 2025 in accordance with the spirit of Resolution 66-NQ/TW issued on April 30, 2025 by the Politburo on innovation in law making and enforcement.
With such a scope of amendment, delegate Nguyen Phuong Tuan said that the scope of amendment is appropriate for the volume of amending 15 laws. However, in reality, the implementation of building guiding documents for implementation is a big problem.
Only really urgent problems will be fixed this time.
Regarding the group of revised contents to remove management bottlenecks, delegate Nguyen Phuong Tuan suggested that the drafting agency continue to carefully review and focus on revising and supplementing policies that are truly urgent and really need to be revised, then revise them this time.
Regarding the proposed contents to be removed from the laws to remove bottlenecks, delegate Nguyen Phuong Tuan suggested continuing to review and remove regulations that are not in accordance with current laws. For example, regulations on specialized inspection of ministries, inspection and examination authority of district-level People's Committees to be consistent with the 2025 Inspection Law. The delegate also suggested that it is necessary to be cautious, review thoroughly and only remove when these regulations cause unnecessary obstacles and affect law enforcement.
Giving specific comments on the content of amending and supplementing a number of articles of the Law on Cultivation, National Assembly Deputy Nguyen Danh Tu (An Giang) said that through meetings with voters, farmers reported the phenomenon of fake drugs, fertilizers, and pesticides that do not ensure quality... leading to farmers buying them and spraying them without killing insects, affecting productivity, especially rice.
Clause 3, Article 9 of the draft Law on Cultivation has amended a number of contents, including prohibiting the trading of fertilizers that do not meet standards and the production and trading of fertilizers that do not meet the permitted conditions... Delegate Nguyen Danh Tu suggested that it is necessary to study and add more content on plant protection drugs to ensure cultivation, especially rice cultivation.
