On November 6, the Office of the Ho Chi Minh City People's Committee announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong on the draft decision on decentralization of authority to grant construction permits (GPXD); regulations on the scale and duration of existence of works granted with a limited-term GPXD in Ho Chi Minh City.

Accordingly, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong assigned the Department of Construction to receive opinions from agencies and units to review and supplement the submission and draft decision on the contents of decentralization of authority to grant construction permits.

Specifically, the Department of Construction is responsible for reviewing and clarifying the content of decentralization or authorization; adjusting the name of the draft decision "decentralization of authority to grant construction permits; Regulations on the scale and duration of construction works granted construction permits with a term in the city". At the same time, supplementing data on construction permit issuance of localities before and after merging with Ho Chi Minh City, and evaluating the implementation process.

In addition, the Department of Construction is assigned to research and apply software to monitor the issuance of construction permits with a term and the existence period of works that have been granted with a term, for the People's Committees at the commune level to implement and connect the network system with the Department of Construction.

In addition, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong assigned the Department of Construction to guide the People's Committees of wards, communes, and special zones on the issuance of construction permits for the implementation of Decision 71/2025/QD-UBND of the Ho Chi Minh City People's Committee promulgating regulations on procedures for short-term lease of land funds and assets attached to land managed by the Ho Chi Minh City Land Fund Development Center.
