On the afternoon of November 7, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held the 5th Conference, 10th tenure, to collect opinions and suggestions on draft documents to be submitted to the 14th National Congress of the Party.
Member of the Politburo , Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai chaired the conference.
Promoting the role of the people as the main subject and socialist democracy
In her opening speech, Party Central Committee member and Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga stated: Each Party Congress is an important milestone affirming the Party's leadership role and guiding the country's development path. Therefore, before each Congress, the announcement of draft documents to be submitted to the National Congress of the Party to solicit comments from the National Assembly , the Fatherland Front, socio-political organizations, and people of all walks of life is a necessary and important task, demonstrating the nature of the socialist regime, the spirit of democracy, openness, respect, and promotion of the Party's national intelligence. This is also an opportunity for each cadre, party member, and person to express their opinions, exercise their rights, obligations, and responsibilities to themselves and the country, contributing to supplementing, perfecting, deepening, and making more practical the policies, guidelines, and strategies for national development in the new period.
According to Ms. Ha Thi Nga, the 14th National Congress of the Party is an important political event for the entire Party, people and army; a particularly important milestone in the development process of Vietnam.
The 14th National Party Congress is the crystallization of the wisdom, mettle, and strategic vision of the entire Party, including many important new points, bringing about development in theoretical and practical thinking.
This political report is an integration of the contents of three documents, including: Political Report, Socio-Economic Report, and Summary Report on Party Building Work. This integration demonstrates the spirit of continuing innovation in document drafting, based on the country's new realities, the development of theoretical awareness and implementation of the Party, ensuring consistency in content; concise, succinct, easy to understand, easy to remember, easy to implement.
For the first time, the Party has identified "theory on the renovation path" as a component of the Party's ideological foundation. This is a historical theoretical development step, affirming the maturity of the Party's mettle and intelligence in leading the renovation process.
Regarding development goals, the Party sets high aspirations: the average GDP growth rate in the 2026-2030 period will reach 10%/year or more, associated with establishing a new growth model based on science-technology, innovation and digital transformation.
Regarding institutions and development drivers, the draft identifies political institutions as key, economic institutions as the focus, in which the private economy is affirmed to be the most important driving force of the economy, reflecting the strong development in the Party's economic thinking.
Regarding sustainable development, for the first time, the Party has made "environmental protection" a central task, along with economic and social development, creating a "three-legged stool" for national sustainable development.
Regarding national defense, the draft identifies "foreign affairs and international integration" along with national defense and security as important and regular tasks, emphasizing the role of people's diplomacy in consolidating peace and creating a favorable environment for development.
Based on the historical stature and especially important political significance of the 14th National Congress of the Party, as well as the core responsibility of the Vietnam Fatherland Front in gathering and promoting the intelligence of the entire nation, on the basis of the Central Steering Committee's discussion suggestion on organizing the collection of opinions, synthesizing comments from cadres, party members and people on the draft documents to be submitted to the 14th National Congress of the Party, the Standing Committee of the Central Committee of the Vietnam Fatherland Front requested delegates to focus on discussing and giving practical opinions on new issues of the draft documents; breakthrough contents, especially the issue of promoting the role of the people as the subject, socialist democracy; promoting the strength of great national unity; comprehensive human development...
The opinions and discussions of the delegates will be a valuable source of information for the Standing Committee to collect and recommend practical contents to the Party and State, contributing to perfecting and improving the quality and practicality of the documents submitted to the 14th Congress, Ms. Ha Thi Nga affirmed.
Affirming the role of the Vietnam Fatherland Front in social supervision and criticism
In the group of tasks and main solutions proposed in the Draft Political Report, Professor, Doctor Phan Trung Ly, former Chairman of the National Assembly's Law Committee, expressed his interest in the tasks and solutions to promote the people's strength and the great national unity bloc - the decisive factor for all victories of the Vietnamese revolution; and to innovate the working methods of the Fatherland Front and socio-political organizations.
Regarding the requirement to promote the role of the Vietnam Fatherland Front in social supervision and criticism to meet the development requirements of the new era, according to Professor Phan Trung Ly, in the content of the Draft, the part on building the great national unity bloc, promoting the role of the Vietnam Fatherland Front and socio-political organizations is a particularly important point. This is not only a socio-political issue, but also a fundamental institutional requirement to ensure that the people's mastery is implemented substantially, through social supervision, criticism and policy recommendations.
Giving some suggestions and solutions to promote more strongly and substantially the role of the Vietnam Fatherland Front in the coming period, Professor Phan Trung Ly stated: It is necessary to clearly understand that the Front's social supervision and criticism is not "auxiliary" but a form of supervision of the people's power, established by the 2013 Constitution and Decision No. 217-QD/TW, 218-QD/TW of the Politburo.
The draft document should supplement the following orientations: Building a clear, stable, and mandatory legal mechanism for state agencies, Party organizations, and authorities at all levels to be responsible for receiving and explaining the results of supervision and criticism of the Fatherland Front; Upgrading the current legal framework (amending the 2015 Law on the Vietnam Fatherland Front, guiding decrees) to specifically define the authority, process, standards, and accountability after supervision and criticism; Building a "Social policy feedback mechanism" - in the direction that the Front's opinions must be included in the process of drafting, appraising, and evaluating State policies and laws.
In addition, social supervision cannot stop at the form of "reporting" or "raising issues", but must become a scientific, professional, data-based activity; it is necessary to enhance the role of the Front in assessing people's satisfaction with public service activities, considering this an important quantitative social criticism channel; strengthen the institutional nature and publicity and transparency in petitioning activities; promote the role of great solidarity, gathering people's intelligence in supervision and criticism.
Recognizing that the Vietnam Fatherland Front is the center of solidarity, so monitoring and criticism activities need to mobilize the intelligence of experts, scientists, professional associations, religions, ethnic minorities and the business community, Professor Phan Trung Ly suggested that the document clearly define: Stronger affirmation of the role and necessity of social monitoring and criticism, stipulating mandatory mechanisms for the Front to conduct social monitoring and criticism; Considering this an important mandatory mechanism to implement socialist democracy in the condition that our Party is the only leading and ruling Party.
At the same time, the document clearly stipulates the responsibility for receiving, absorbing and responding to the Front's social supervision and criticism opinions; Building a "People's Social Criticism Network", mobilizing a team of independent experts and scientists to participate in policy consulting and supervision; Connecting the Front's supervision and criticism with national programs on innovation, sustainable development, and digital transformation, in order to deepen the substance and modernity of this mechanism.
Sharing the same concern for the issue of building great national unity, Associate Professor, Doctor Nguyen Van Nhat, member of the Central Committee of the Vietnam Fatherland Front, recommended the need to study and grasp the fluctuations and differentiation of social classes.
Currently, the class structure in our country is an "interwoven" structure that has both a "horizontal" and a "vertical" structure. The "horizontal" structure is a collection of classes, strata, occupations, organizations, and associations in society; including classes and strata such as: workers, farmers, intellectuals, businessmen, small traders...
The "vertical" structure, that is, the "hierarchical" structure of different levels in society, is expressed in aspects such as: economic status (assets, income), political status (power), social status (prestige).
Only on the basis of correct and realistic awareness can we have correct and appropriate policies; at the same time, clarify the "core political role" of the Vietnam Fatherland Front in building the great national unity bloc and promoting the people's mastery; concretize and realize the rights of the Fatherland Front and socio-political organizations in building and promoting the strength of the great national unity bloc./.
