Thai Nguyen accelerates implementation of sustainable poverty reduction program to 2030

Chairman of Thai Nguyen Provincial People's Committee Pham Hoang Son has just signed and issued Directive No. 11/CT-UBND on strengthening the direction of implementing the National Target Program on Sustainable Poverty Reduction by 2030, in order to promote efficiency, overcome limitations and ensure that all people enjoy the fruits of development.

In recent years, poverty reduction work in the province has achieved many positive results. Thanks to the strong leadership and direction of Party committees and authorities at all levels, together with the joint efforts of the entire political system, the poverty rate in the province has decreased from 10.29% at the beginning of 2022 to 5.46% at the end of 2024, an average decrease of 1.61% per year. People's lives have been increasingly improved, and access to basic social services such as health care, education, clean water, housing, etc. has been significantly expanded.

However, poverty reduction work still faces many difficulties: the gap between the rich and the poor between urban and rural areas is still large, the progress of disbursement of support capital is slow, and mobilized social resources are limited. A part of the population still has a mentality of waiting and relying on policies; some localities lack determination in organizing implementation.

To overcome the shortcomings, the Directive requires departments, branches and localities to concentrate all resources and synchronously and effectively implement key tasks of the Sustainable Poverty Reduction Program.

All levels and sectors need to continue to thoroughly grasp Directive No. 05-CT/TW of the Secretariat on strengthening the Party's leadership in poverty reduction work until 2030, Resolution No. 160/NQ-CP of the Government and the province's action plans. The implementation process must ensure the principle of "clear people, clear work, clear time, clear responsibility, clear authority, clear results", and promptly remove difficulties and problems that arise.

The Directive emphasizes the task of raising awareness and responsibility of cadres, party members and people; promoting the role of the Fatherland Front , socio-political organizations and prestigious people in the community in propagating and mobilizing poor households to strive to rise up, not to wait or rely on others.

The Provincial People's Committee assigned the task of fully and promptly implementing poverty reduction support policies, ensuring a gradual increase in the minimum living standard and access to basic social services for the people. Along with that, it is to encourage enterprises and cooperatives to link production, develop business models that combine poverty reduction with new rural construction; support workers from poor and near-poor households to work abroad under contracts, create jobs, and increase sustainable income.

The province also prioritizes improving safe rural housing, adapting to climate change, effectively implementing preferential credit, supporting residential and production land, while ensuring essential services in health, education, domestic water, and information for disadvantaged areas.

The Provincial People's Committee requested to mobilize and effectively use investment resources for poverty reduction, especially economic and social infrastructure in particularly difficult communes, ensuring publicity, transparency and reasonable decentralization to localities. In addition, strengthen inspection, supervision, application of information technology in management and evaluation of results, promote the role of community supervision, avoid loss, duplication and achievement disease.

The Directive also clearly states specific tasks for each department and sector: The Department of Agriculture and Rural Development takes the lead in guiding and urging implementation; the Department of Finance allocates funds; the Department of Health organizes policies on medical examination and treatment, and environmental sanitation; the Department of Construction supports housing; the Social Policy Bank provides preferential loans; and media agencies strengthen propaganda and replicate effective poverty reduction models.

Chairman of the Provincial People's Committee Pham Hoang Son emphasized: Serious implementation of Directive No. 11/CT-UBND will help Thai Nguyen accelerate the progress of multidimensional poverty reduction, improve the quality of people's lives, towards the goal of inclusive and sustainable development, leaving no one behind.
