National Assembly Chairman Tran Thanh Man attended and delivered a speech. Also attending the ceremony were Deputy Prime Minister Ho Quoc Dung, Chairman of the Central Council for Coordination of Legal Dissemination and Education; Minister of Justice Nguyen Hai Ninh, Permanent Vice Chairman of the Central Council for Coordination of Legal Dissemination and Education; leaders of central departments, ministries, branches and mass organizations; representatives of leaders of provinces, city Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of provinces and cities; representatives of leaders of National Assembly delegations, members of the Council for Coordination of Legal Dissemination and Education; representatives of leaders of commune-level Party Committees, authorities and socio-political organizations.

In his opening speech, Deputy Prime Minister Ho Quoc Dung said that to commemorate the day the first Constitution of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) was promulgated - November 9, 1946, the Law on Dissemination and Education of Law has stipulated that November 9 of each year is the Law Day of the Socialist Republic of Vietnam.
After 13 years of implementation, Vietnam Law Day has increasingly become an important political and legal event of the country, actively responded to by ministries, agencies, localities and people, proactively participating in many practical, effective and appropriate activities, associated with the specific tasks of each agency, ministry, sector, organization and locality, closely following the needs, rights and legitimate and legal interests of people and businesses.
Resolution No. 66-NQ/TW of the Politburo dated April 30, 2025 on innovation in law-making and enforcement to meet the requirements of national development in the new era has consistently identified institutions as the breakthrough of breakthroughs; at the same time, improving the effectiveness of law enforcement, focusing on building a culture of law compliance, ensuring the supremacy of the Constitution and law, closely linking law-making and law enforcement. In that context, Vietnam Law Day is increasingly of special significance, both affirming the supreme position of law in a rule-of-law state; educating the awareness of law compliance for all people and all subjects in society; and contributing to building a legal culture, promoting human values, civic awareness, respecting discipline, order and freedom within the legal framework in the new situation.
In his speech, National Assembly Chairman Tran Thanh Man stated: Over the past years, the Party and State have paid great attention to the work of law-making. During the 13th Central Committee term and the 15th National Assembly term, the work of law-making has become increasingly close, strengthening the coordination between the Government and the National Assembly. During the 15th term, the National Assembly passed 99 laws and 41 legal resolutions. The 10th session is taking place, and it is expected that the National Assembly will continue to consider and pass 53 draft laws and legal resolutions, removing obstacles and bottlenecks, promoting socio-economic development, and ensuring human rights and civil rights.

Appreciating the coordination between the Government in general and the Ministry of Justice in particular with the National Assembly and the National Assembly's Committee on Law and Justice in recent times, the National Assembly Chairman pointed out that the law-making work has had many innovations, focusing on perfecting institutions for socio-economic development, ensuring national defense and security, and building a strong political system. The Politburo issued Resolution No. 66-NQ/TW; the National Assembly issued Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement, resolving many bottlenecks in law-making, and many policies for law-making officials have been implemented.
However, according to the National Assembly Chairman, despite many efforts and attempts, the work of law-making has not met the country's development requirements; the work of propaganda, dissemination and legal education is still limited so that people can understand the law and work according to the Constitution and laws...
On this occasion, the National Assembly Chairman requested all levels and sectors to continue to propagate and disseminate the serious implementation of Resolution 66 of the Politburo and Resolution 197 of the National Assembly; and to carry out the direction of General Secretary To Lam: to turn the legal system into a competitive advantage; and to build laws that are considered "breakthroughs of breakthroughs".
The National Assembly Chairman requested the early issuance of detailed regulations and guidelines for the implementation of laws and resolutions, creating a favorable, open, transparent, safe legal environment with low compliance costs. The Government issues decrees, ministries issue circulars so that policies can soon come into effect, avoiding the situation of "laws waiting for decrees", decrees issued but circulars cannot keep up.
The National Assembly Chairman also requested the Ministry of Justice to continue to strongly promote the functions of the National Legal Portal in serving people and businesses more conveniently and easily; promote digital transformation, digitization, and application of artificial intelligence in propaganda, dissemination, and legal education.
The National Assembly Chairman noted the need to improve the quality of draft laws submitted by ministries and branches to the Government through the Ministry of Justice for review. The Nationality Council and the National Assembly Committees, especially the Law and Justice Committee, should strengthen their review to improve the quality of draft laws; the laws that are issued will have a long life span.

The National Assembly Chairman pointed out that each cadre, civil servant and public employee needs to promote their role and responsibility to set an example, be proactive, positive and self-conscious in studying, researching, understanding the law and complying with the law; thereby, each citizen will be more proactive in approaching, researching and understanding the law, for their own legitimate rights and interests and those of the community.
At the ceremony, National Assembly Chairman Tran Thanh Man, Deputy Prime Minister Ho Quoc Dung, and leaders of central ministries and branches performed the button-pressing ceremony to launch the official version of the National Law Portal at phapluat.gov.vn - a shared digital platform built and operated by the Ministry of Justice with the support of FPT Group, aiming at the goal of "Accompanying people and businesses into the new era", meeting the requirements of institutional reform, promoting the building of a rule-of-law state, and realizing the spirit of the Politburo's key resolutions.
The National Law Portal is a key digital legal platform built with 6 new breakthrough features: The portal interface is designed in a modern way, optimized for multiple platforms, continuously updated with important political and legal events of the country, making it easier to look up; integrated with VNeID, allowing users to log in with electronic identification and track legal content on the digital citizen application. The open data warehouse is connected to many ministries, branches, and localities, supporting analysis, comparison, and monitoring of document validity. The English page is developed separately, providing legal information to serve the needs of investors and the international community, with official sources from the Vietnam News Agency; connecting with social networks to spread accurate legal information to the community; applying artificial intelligence in operation, legal AI assistant analyzes, summarizes, and supports users to access legal information effectively.
Also at the ceremony, National Assembly Chairman Tran Thanh Man awarded Certificates of Merit from the Prime Minister to collectives and individuals with outstanding achievements in law-making and enforcement in the 2024-2025 period; and presented certificates and commemorative medals to legal role models in 2025.
