Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen said: "The key to strengthening people's trust in grassroots health stations lies in effective, synchronous and smooth mechanisms, policies and operating models. The province is determined to prioritize comprehensive upgrading of facilities, human resources and perfecting the community health network, ensuring that health stations have the capacity to provide health care for the entire population."

Investment and upgrading of basic health infrastructure needs to be implemented synchronously, focusing on renovating and upgrading degraded stations; ensuring a working environment that meets standards, with enough functional rooms, cabinets for storing medicines and vaccines that meet regulations, along with electricity, water systems and medical waste treatment that meet standards.

Chairman of the Provincial People's Council Pham Van Thieu affirmed: "After reviewing, the province will urgently invest in essential medical equipment such as ultrasound machines, electrocardiogram machines, and basic testing equipment for the health care system throughout the province. This is a mandatory condition to expand the technical service package, creating trust for people when coming to the grassroots level for medical examination and treatment."

Currently, Ca Mau's grassroots health care has deployed artificial kidney filtration techniques at Cai Nuoc Regional General Hospital, Tran Van Thoi, Gia Rai Regional Medical Center, Phuoc Long Medical Center... In the past 5 years, the entire sector has had nearly 2,000 initiatives and hundreds of research topics effectively applied, directly contributing to improving the quality of medical examination and treatment for the people.

Most commune health stations now perform primary health care and expanded immunization tasks for the people.

Along with investment in facilities, there needs to be a special incentive policy to attract and retain doctors to work long-term at the health station. In reality, the grassroots medical staff is in dire need of superior incentives in terms of salary, public service allowances and attraction, to feel secure in their dedication and career development. "If a health station lacks doctors, there is no other issue to discuss," Mr. Pham Van Thieu emphasized.

According to Provincial Party Secretary Nguyen Ho Hai, training and attracting human resources is a long-term task, but in the immediate future, timely solutions are needed to fill the human resource gap. “The province will review and recruit additional human resources; prioritize qualified teams with the capacity to perform basic paraclinical techniques. At the same time, implement a training program to 'order' medical human resources by address, ensuring a stable and sustainable supply for the grassroots level,” he affirmed.

Digital transformation - the " golden key "

After efforts to keep up with the general trend, the Ca Mau health sector has achieved many positive results in digital transformation: more than 90% of the population is managed by electronic health records, more than 60% of facilities with inpatient beds have deployed electronic medical records. Remote medical examination and treatment, non-cash hospital fee payment are widely applied, bringing many conveniences to the people. This is an important foundation to help Ca Mau health develop in the direction of modernity - fairness - closeness to the people - serving the people.

By 2030, health stations will not only be places for medical examination and treatment but also for managing the health of the entire population, contributing to improving the quality of people's lives. To achieve that goal, digital transformation is the "golden key".

Investment and upgrading of medical station infrastructure must be carried out synchronously, ensuring a standard working environment, with enough functional rooms, cabinets for storing medicines and vaccines according to regulations.

Deputy Director of the Department of Health Tran Quang Khoa said: “First of all, the health care system needs to comprehensively upgrade its information technology infrastructure, replace and add computers and printers with appropriate configurations, ensuring the effective operation of electronic health records software and national health management software. 100% of health care stations must have stable, high-speed internet connections.”

According to him, doctors at the health station need to be able to exploit and analyze electronic health data to assess community risks, organize screening, and intervene promptly; at the same time, apply technology to remote health consultation, helping people access health services without having to go directly to the station. This is an effective direction, contributing to improving the capacity of health data management, serving well the work of prevention and community health care in each locality.

Along with infrastructure investment, digital transformation and human resource capacity improvement are key and urgent tasks of the grassroots health sector.

With the project to develop a synchronous, modern and effective grassroots healthcare system, Ca Mau hopes that the system of health stations will become a solid frontline, capable of shouldering the mission of taking care of people's health in the new situation, while reducing pressure on upper-level healthcare.

In all work, the human factor - the quality of the team, attitude, awareness and desire to contribute, is the decisive factor for success. In the medical sector, the 'heart' and 'vision' of the medical team and doctors must be placed above all, first and foremost”.
