On the afternoon of November 7, the Ministry of Justice held a ceremony to respond to the Law Day of the Socialist Republic of Vietnam in 2025.
The ceremony was held on a national scale, online at 34 provincial and municipal bridges, and livestreamed on the National Law Portal at phapluat.gov.vn.

Speaking at the ceremony, National Assembly Chairman Tran Thanh Man said that in 2025, the Party Central Committee, the Politburo , and the Secretariat issued many important and historic policies and decisions, marking a new development milestone for the country.
Typical examples are resolutions to carry out the revolution in arranging and streamlining the apparatus and operating the two-level local government; renewing thinking in building and enforcing laws; making breakthroughs in developing science and technology, innovation and national digital transformation; developing education, training, and healthcare, etc.
Resolution No. 66 demonstrates the Party's political determination in innovating the work of law-making and enforcement, with new thinking, to create a synchronous, feasible, and transparent legal system.
To continue to strongly spread the meaning and objectives of Vietnam Law Day, the National Assembly Chairman requested all levels and sectors to continue to thoroughly grasp and seriously and effectively implement Resolution No. 66; paying special attention to the team working in law and justice.
At the same time, we must fully implement the direction of General Secretary To Lam on making the legal system a competitive advantage, and build laws that are considered "breakthroughs of breakthroughs"; not just stopping at overcoming overlaps, contradictions, and bottlenecks, but must go ahead, pave the way, and lead the country's development.
The National Assembly Chairman also noted the need to promptly complete the promulgation of legal documents and detailed regulations, creating a favorable, open, transparent, safe legal environment with low compliance costs; thoroughly cutting and simplifying unreasonable investment, business and practice conditions and administrative procedures; promoting innovative startups, improving the investment and business environment, etc.
At the same time, focus on policy communication right from the proposal stage, considering this an important solution to attract attention, contribute opinions, debate, and promote the intelligence of people and businesses.
The National Assembly Chairman further emphasized the need to continue improving state management capacity, tightening public discipline, enhancing responsibility and professional ethics of officials and civil servants, and resolutely eliminating corruption, waste, and negative behaviors.
Each citizen needs to be more proactive in approaching, researching, learning, studying and obeying the law, for their own legitimate rights and interests and those of the community.
Also at the ceremony, the Ministry of Justice launched the official version of the National Legal Portal with 6 new breakthrough features. In particular, the portal is integrated with VNeID, allowing users to log in with electronic identification and track legal content on the digital citizen application; applying artificial intelligence (AI) in operation, legal AI assistant analyzes, summarizes and supports users.
Previously, the trial version of the portal was deployed from the end of May 2025. After only 5 months of trial operation, the system recorded more than 1 million visits, 200,000 questions answered by legal AI and thousands of comments from ministries, branches and localities.
