Minister of Construction: Avoid the mindset of 'this guy likes to do it, that guy doesn't like to do it'

Giving comments and further explanations to delegates about planning laws, Minister of Construction Tran Hong Minh said that planning needs to have a long-term vision, but there are currently opinions that planning is only short-term.

Other countries have a vision of 50-100 years, we only have 10-30 years.

"Countries usually have a vision of 50 to 100 years, but our vision is only 10 to 30 years, so the drafting agency needs to research and absorb opinions" - Minister Minh raised the issue.

According to him, this comes from the fact that the determination of state and local resources in the planning is divergent. For example, in the maritime industry, the development of the seaport system until 2030, the main ports for socio-economic development play a very important role in logistics development.

However, the current planning until 2030 only allows for ships of 50,000 tons - which is very small in the maritime industry - while worldwide seaports have met the transportation needs of 200,000-ton ships, but we will not develop until 2050.

This, according to the Minister, is “a lot of work”, while domestic and foreign investors want to ensure that all types of international ships can be transported when they arrive. That means ensuring the waterway system, seaports, and deep-water port exploitation locations.

Or in the aviation sector, Mr. Minh said that in airport planning , due to lack of funding, we only determined the vision to 2030 that some airports will be built to 4C standards and after 2030, we will strive to be 4E, 4F, making it impossible for large-bodied aircraft to arrive.

From this reality, Minister Minh said that it is necessary to renew thinking, determine the position and importance of long-term vision in planning to ensure connectivity.

Regarding the planning of mineral reserves, which some delegates mentioned as having a suspended planning status, Minister Minh acknowledged that this is a problem that needs to be studied. This causes resources to be "suspended", and many projects cannot be implemented.

He gave an example of Quang Ngai recently building a coastal road of about 1,200m, if implemented according to the law, it would have to exploit minerals before being built. Directly addressing the problem, Mr. Minh raised the issue of why the road project was not implemented, when exploitation would be suitable for research.

“I suggest that we need to have openness for socio-economic development. Now we just hang it there, keep it and cannot do anything, it will be very difficult for development. Not to mention that after planning resources, we leave a lot of them there, when it is time to do something else, it will not be possible” - Mr. Minh raised the issue.

Provincial planning needs to be interconnected, avoiding the idea of ​​"this person likes to do it, that person doesn't like to do it"

Regarding decentralization in planning, he said that national planning is the foundation, national planning integrates sectoral planning, regional planning and provincial planning. At the same time, provincial planning must be linked with communal planning to avoid the current situation of having the mindset of "this person likes to do it, that person doesn't like to do it".

Accordingly, the planning proposes 6 zones, then the provincial planning must comply with the national zone. This is so that when building roads running from one province to another, it is "impossible to say vaguely", but the provinces must coordinate. Or when building roads within the province, between communes, it is impossible to say that it is not implemented, but must ensure the connection between localities, between communes to create development space.

Regarding the planning life, we make it short because there are problems related to vision, so we need to have a long-term vision, otherwise we will keep adjusting it all day, investors will come and see this beautiful place and draw it out, turning the cultural and social land into commercial land, if we are not careful, the province's resources will not be exploited, then it will not be developed.

Regarding the planning lifespan, the Minister said that the current approach is causing the planning to have a short lifespan, when it comes to vision. Accordingly, he affirmed that he will work with the Ministry of Finance to conduct specific research to ensure effectiveness.

“This comrade becomes secretary, that comrade becomes chairman, and at the end of their term, they make adjustments, all day long. Why do they make adjustments? Investors come and see how beautiful this place is, so they draw it out, and then they make adjustments. What is this place based on?” - Mr. Minh asked.

For example, he said that the situation of land planned for socio-cultural development being adjusted to land for commercial investment is currently happening. According to the Minister, if these situations are not careful, resources will not be exploited and development will not be possible.
