Previously, on the afternoon of November 7, the People's Committee of Ta Nang commune issued an urgent notice about the risk of the Cay An irrigation reservoir dam breaking due to the impact of heavy rain when storm No. 13 made landfall. According to records, the amount of water flowing in increased rapidly, by 2:00 p.m. on November 7, at Cay An lake there was a risk of the main dam shoulder breaking, water overflowing into the downstream area, posing a potential risk of serious flooding. Therefore, the People's Committee of Ta Nang commune requested people not to graze livestock, swim, fish or live near the lake and stream downstream of Cay An lake; urgently evacuate people and property from areas that are frequently flooded.
The Cay An reservoir irrigation project in Ta Nang commune has a capacity of about 1.7 million m3, providing irrigation water for 250 hectares of production land in the area. The project was put into use in 2007. For many weeks now, the downstream area of the left shoulder of the main dam has seen sliding and cracking patches, with groundwater seeping through the foot of the dam. In addition, at some other locations of the main dam, there has also been water seepage and water leakage.
