MORNING

- From 8:00 to 8:30: Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the hall, listening to the following contents:

(1) Minister of Finance Nguyen Van Thang, authorized by the Prime Minister , presented the Report on two contents: the draft Law on Planning (amended); the adjustment of the National Master Plan for the 2021-2030 period.

(2) Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented the Draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning.

(3) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on 3 contents: the draft Law on Planning (amended); the draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning; and the adjustment of the National Master Plan for the 2021-2030 period.

- From 8:30 am: The National Assembly discussed in groups about:

(1) Draft Law on Planning (amended).

(2) Draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning.

(3) Adjustment of the National Master Plan for the 2021-2030 period.

AFTERNOON

Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall the following contents:

(1) Draft Law on Cyber Security.

(2) Draft Law on Protection of State Secrets (amended).

At the discussion session, 20 National Assembly delegates spoke, specifically:

- Regarding the draft Law on Cyber Security: the majority of delegates basically agreed with the need to amend and supplement the draft Law on Cyber Security and many contents in the Review Report of the National Assembly's Committee on National Defense, Security and Foreign Affairs. In addition, in order to continue perfecting the draft Law, delegates focused on discussing: scope of regulation; explanation of terms; principles of cyber security protection; responsibility for protecting cyber security for information systems important to national security; international cooperation and judicial assistance; prohibited acts regarding cyber security; prevention and handling of acts of cyber security infringement; prevention and combat of terrorism; prevention and combat of cyber attacks; cyber security protection forces; classification of information system levels; cyber security products and services; information systems important to national security; prevention and combat of cyber espionage; Protecting information containing state secrets, work secrets, business secrets, personal secrets, family secrets and private life in cyberspace; preventing and combating the use of cyberspace, information technology, and electronic means to violate the law on national security protection, ensuring social order and safety; preventing and combating child abuse in cyberspace; responsibilities of agencies, organizations, and individuals using cyberspace; ensuring data security; ensuring network information security; educating and fostering knowledge and skills in cybersecurity; requirements on knowledge and skills to ensure cybersecurity for heads and leaders of agencies, organizations, state-owned enterprises, specialized forces for cybersecurity protection, and officers in charge of cybersecurity protection; funding for cybersecurity protection; conditions for granting Business Licenses for cybersecurity products and services; state management of cybersecurity; responsibilities of the Ministry of Public Security; responsibilities of the Ministry of National Defense; Responsibilities of the Government Cipher Committee; measures to protect network security; classification of information system levels; responsibilities to protect network security for information systems important to national security;…

- Regarding the draft Law on Protection of State Secrets (amended): the majority of delegates agreed with the necessity of promulgating the Law on Protection of State Secrets (amended) and many contents in the Verification Report of the National Assembly's Committee on National Defense, Security and Foreign Affairs. In addition, delegates focused on discussing: explanation of terms; principles of protection of state secrets; prohibited acts in protection of state secrets; scope of state secrets; classification of state secrets; declassification; destruction of documents and objects containing state secrets; removal of documents and objects containing state secrets from storage; transportation, delivery and receipt of documents and objects containing state secrets; responsibilities of heads of agencies and organizations directly managing state secrets; determination of state secrets and the level of secrecy of state secrets;...

At the end of the discussion, Minister of Public Security Luong Tam Quang spoke to explain and clarify a number of issues raised by National Assembly delegates.

MONDAY, NOVEMBER 10, 2025

Morning: (1) The National Assembly holds a separate meeting on personnel work; (2) Live television and radio broadcast of the oath-taking ceremony; (3) The National Assembly holds a separate meeting on personnel work.

Afternoon: The National Assembly discussed in the hall the following contents: (1) Draft Law on Population; (2) Draft Law on Disease Prevention. After that, the National Assembly listened to the Minister of Health explain and clarify a number of issues raised by National Assembly deputies.
