The Department of Culture, Sports and Tourism has advised the Provincial People's Committee to issue: Plan No. 192/KH-UBND dated July 22, 2022 on implementing the Strategy for developing the grassroots information sector for the period 2021 - 2025 in Son La province; Plan No. 133/KH-UBND dated May 18, 2023 on implementing the establishment of new and upgrading FM wired/wireless radio stations to radio stations applying information and telecommunications technology; Plan No. 215/KH-UBND dated October 23, 2024 of the Provincial People's Committee on implementing Decree No. 49/2024/ND-CP dated May 10, 2024 of the Government regulating grassroots information activities. The timely issuance of directive documents, concretizing the Party's guidelines and the State's policies and laws, has contributed to raising awareness and creating clear changes in the organization and implementation of information and propaganda tasks at the grassroots level.
In the period of 2021 - 2025, the Department has coordinated with the People's Committees of communes, wards, relevant departments and branches to develop specific plans to implement key tasks of the Grassroots Information Development Strategy for the period of 2021 - 2025 in Son La province; advised the Provincial People's Committee to balance and integrate the allocation of central and provincial support funds to invest in establishing new and upgrading, timely repairing commune-level radio stations, developing grassroots information network infrastructure; modernizing content production and information provision; developing human resources for grassroots information work.
Up to now, the province's commune-level radio broadcasting system has been invested and upgraded, many localities have converted from FM radio broadcasting to information technology radio broadcasting, expanding coverage to villages, hamlets, and residential groups. Along with that, 100% of communes and wards have had an Electronic Information Page, creating an official interaction channel between the government and the people, helping to publicize and make information transparent and better serve the direction and administration work at the local level. Units have ensured the maintenance of management, providing regular, timely, and accurate information on the Electronic Information Page, effectively promoting the official local information channel on the Internet, contributing to the public transparency of information and activities of State agencies, administrative reform, meeting the needs of people and businesses to look up and find information; Respond to requests, fully post introductory information about the province, agencies, units, localities, news and information on the direction and management of provincial leaders, departments, branches, and districts, creating favorable conditions for organizations, individuals and businesses to exploit information, improve the effectiveness and efficiency of State agencies in the area.
The policy of developing and transforming the broadcasting system has been directed with interest by all levels and sectors; the awareness of Party committees, authorities and grassroots cadres about the importance of broadcasting using information technology is increasingly enhanced. Telecommunication infrastructure continues to be focused on investment in remote areas, especially enterprises have deployed 4G mobile networks to all areas in the area. The rate of communes with fiber optic broadband infrastructure is 100%; 100% of communes and wards have deployed 4G mobile networks; 91.67% of villages/hamlets are covered by 4G mobile broadband.
At the same time, localities have actively applied social networks and digital platforms such as Facebook and Zalo to disseminate information, propagate the Party's guidelines and policies, the State's laws, and reflect political and social activities at the grassroots level, creating a widespread ripple effect, especially among young people. The flexible combination of tradition and modernity has helped grassroots information activities become increasingly effective, vivid, and in line with new media trends.
Recognizing the key role of the grassroots information team, in the period of 2021 - 2025, Son La province organized 10 professional training courses, with more than 2,000 staff participating. The training content focused on equipping propaganda skills, operating radio stations, designing radio programs, applying information technology and digital communication skills. Thereby, the capacity of the team of cultural - social officers at the commune level and grassroots propagandists was significantly improved, contributing to innovating communication methods in the digital age.
After nearly 5 years of implementation, the Strategy for developing the grassroots information sector in Son La has achieved many positive results, creating an important foundation for the next stage. The grassroots information system has increasingly promoted its effectiveness in propagating and disseminating the Party's guidelines and policies and the State's laws; contributing to strengthening people's trust, promoting socio-economic development and ensuring security and order in the locality. In the coming time, Son La will continue to persistently implement the goal of modernizing and digitizing grassroots information work, diversifying communication methods, mobilizing social resources, building a team of competent, courageous and dedicated staff, so that the grassroots information sector can truly become an effective bridge between the Party, the government and the people in the digital age.
