Continue to promote the role of culture, intellectuals and arts in social life

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Congress of the Party.

The contents of the documents are of interest to and studied by many cadres, party members and people of Bac Ninh province.

All opinions affirmed that the draft documents were carefully and meticulously prepared, deeply evaluating and analyzing the great achievements after 40 years of renovation.

Building a government that is friendly, close to the people, and for the people

Comrade Dang Huy Ha, Standing Deputy Secretary of the Party Committee of Phuong Son Ward (Bac Ninh Province) expressed his high agreement with the contents of the Draft Document submitted to the 14th National Party Congress, especially the orientations that continue to emphasize the requirement to build and perfect a streamlined Vietnamese socialist rule-of-law State that operates effectively, efficiently, and is truly of the people, by the people, and for the people.

According to him, the Draft clearly demonstrates the spirit of innovation in leadership thinking, promoting digital transformation, administrative reform, and building a team of competent, responsible officials with a spirit of serving the people.

These orientations are completely consistent with grassroots practice, especially in the context where the Party and State are persistently building an honest, modern, people-friendly and development-creating administration.

From many years of practical work at the grassroots level, especially during his time holding positions at the Propaganda and Mass Mobilization Department of Bac Giang Provincial Party Committee, comrade Dang Huy Ha said that the "Friendly Government" model that Bac Giang province pioneered in implementing has brought about clear results in innovating the style and service attitude of the government.

The model takes people and businesses' satisfaction as the central goal, built on three axes: service-oriented management, standardizing public service culture, and building a civilized working environment.

After more than a year of piloting, 209 communes, wards and towns in the province have launched the model, with many initiatives such as "Office Smile" and "Fast Friday", contributing to strengthening people's trust.

From this reality, comrade Dang Huy Ha proposed that the Draft Documents of the 14th National Party Congress should continue to emphasize the orientation of perfecting the development institution associated with building a socialist rule-of-law state that is creative, honest, active, and serves the people; in which, it is necessary to consider "the level of satisfaction of the people and businesses" as a mandatory criterion in evaluating the government and officials; the survey results must be made public, associated with rewards, discipline, and accountability of the leaders.

In addition, he recommended strengthening decentralization at the grassroots level, along with a transparent control mechanism using digital data, independent evaluation and people's participation; investing in digital infrastructure and interconnected data platforms so that all localities, including disadvantaged areas, can apply effective models; allowing pilot replication of models that have proven effective - typically the "Friendly Government" of Bac Giang - according to the roadmap: pilot, independent evaluation, replication with adjustments. This approach will help administrative innovation models avoid formalism, ensure substance, measurability and improvement.

According to comrade Dang Huy Ha, when the government is closer to the people, listens more and acts faster, people's trust will be strengthened, social resources will be aroused and development will be sustainable from the grassroots.

Arousing spiritual values, aiming at people's happiness

Expressing her strong agreement with the draft documents submitted to the Congress, writer Nguyen Thi Thu Ha, Permanent Vice President of the Literature and Arts Association of Bac Ninh province, was particularly impressed with the profound viewpoint: "Taking people's happiness and satisfaction as a measure and goal to strive for".

According to the Permanent Vice President of the Literature and Arts Association of Bac Ninh province, this is not only a saying with humanistic meaning, but also a spiritual inheritance in the motto "Independence - Freedom - Happiness" of our country.

“People's happiness” is a great spiritual value, crystallizing the historical tradition and indomitable will of the Vietnamese people through many generations.

Writer Nguyen Thi Thu Ha believes that, to move towards the goal of "happiness", the country needs to take steady steps in the new period - the era of deep international integration, strong development of scientific and technological revolution and new challenges regarding environment, climate and lifestyle.

In which, the team of intellectuals and artists plays a particularly important role - as a force contributing to building the spiritual foundation, orienting aesthetic values and social ethics.

Writer Nguyen Thi Thu Ha frankly admitted that the recent process of reorganization and streamlining has more or less affected the activities of writers and intellectuals, especially at the local level.

Therefore, to realize the goal set forth in the draft document of the 14th Congress: "Building and developing a strong and comprehensive team of Vietnamese intellectuals and artists with a reasonable structure, high quality, patriotism, personality and revolutionary ideals, representing Vietnamese intelligence," high political determination and specific solutions are needed.

According to writer Nguyen Thi Thu Ha, first of all, we must focus on educating and training the next generation, creating a favorable environment for young people to promote their creativity and dedication; it is necessary to plan team development through each stage, associated with building a cultural and social ethical foundation - "good land for cultivating people."

In addition, the structure of the intellectual and artistic team must be arranged reasonably, streamlined but effective. At the grassroots level - where talent is nurtured - it is necessary to boldly select and assign the right people to the right jobs; have a mechanism to attract, reward and honor talented people, especially the young generation with creative expertise.

People working in the field of literature and arts management must have professional prestige and the ability to lead and inspire creativity.

Writer Nguyen Thi Thu Ha emphasized that in order to nurture a generation of people "rich in patriotism, personality and revolutionary ideals", the core is to build trust in innovation, fairness, transparency in management and a healthy creative environment; it is necessary to limit formalism and chasing after achievements, instead, encourage and honor works and scientific and creative projects of practical value; strengthen the connection between businesses, investors and literary, artistic, scientific and technological products to serve the spiritual life of the people.

Currently, local Literature and Arts Associations, including Bac Ninh, have been brought under the same roof as the Vietnam Fatherland Front, but there still needs to be a clear project and management mechanism from the Central Government soon.

Without a specific orientation between mass activities and creative professional activities, it is easy to create "new barriers" in cultural and artistic development.

With the passion of someone who has been attached to the literary and artistic life for many years, Ms. Nguyen Thi Thu Ha believes that when the Party continues to promote the role of culture, intellectuals and art in social life, it will be a solid spiritual foundation for Vietnam to develop sustainably, towards the highest goal - happiness and satisfaction of the people./.
