Comments on the draft documents of the 14th National Party Congress: For the development of Vietnamese culture

The nation's aspiration to rise

Associate Professor, Dr. Le Quy Duc, former Deputy Director of the Institute of Culture and Development - Ho Chi Minh National Academy of Politics, shared that he always believed in the development path that the Party has chosen and led for more than four decades of renovation. For him, the country today has risen strongly, but the road ahead still has much to do to achieve the aspiration that President Ho Chi Minh once instructed in his Will to build a "more beautiful and dignified" country.

Associate Professor, Dr. Le Quy Duc expressed his hope that the 14th National Party Congress will truly become a milestone opening a new era of development for the Vietnamese nation - an era of strong, confident and sustainable aspirations.

He said that, in line with the spirit of the Party's recent resolutions, the country is facing a great opportunity to reorganize and reorganize the foundation for development, to arouse the strength of the entire people, and to launch a movement of "the era of national rise". That is also the realization of the aspiration that President Ho Chi Minh once instructed in his Will - to build a "more beautiful and dignified" Vietnam, increasingly strong and prosperous, on par with the world powers.

According to Associate Professor, Dr. Le Quy Duc, Vietnam has an increasingly high position in the international arena, being among the top 30 developed economies in the world. However, the country needs to continue to consolidate both its position and strength, both developing a strong economy, maintaining sovereignty and independence, and flexibly adapting to the complex fluctuations of the regional and world situation.

He shared: “What I expect most is that our country will continuously develop, bringing prosperity and happiness to the people, so that every Vietnamese person can feel pride and responsibility in the journey to master the nation's destiny.”

According to him, the country's development is not only reflected in growth figures, but also in the people's sense of ownership, dedication and belief in the Party and the nation's path forward. That is the "important achievement of the current renovation cause".

From that perspective, he emphasized another inseparable aspect of sustainable development: culture and society. Associate Professor, Dr. Le Quy Duc said that, along with economic development, it is necessary to pay more attention to social development, in which the focus is on cultural development - the field that most clearly reflects the appearance and depth of social life.

He emphasized that culture is not only an aspect of society but also a spiritual foundation and a measure of human and community development. “How to truly develop and revive Vietnamese culture is very important,” he said.

According to the Associate Professor, there are still many negative manifestations in cultural life, especially in human-to-human interactions. Phenomena such as domestic violence, school violence, and social violence are destroying the beauty of life, affecting people's trust in the Party, the State, and the regime.

Therefore, he suggested that it is necessary to strengthen cultural development in parallel with economic development, considering the construction of a healthy, humane, progressive cultural environment and the gradual elimination of negative manifestations in social life as key tasks in the coming period.

For him, culture is the “face of society”, the foundation that helps people to be good, live compassionately and create spiritual strength for the nation. Building culture and reviving good values of the nation should be considered one of the key tasks of this Congress.

Institutional improvement - the resource of all resources

Mr. Pham Luong, Chairman of the Board of Directors of ALG Technology and Construction Consulting Joint Stock Company, expressed his high agreement that, in the new development stage, institutions must be considered a breakthrough and key issue.

“After nearly forty years of renovation, our country has achieved many important socio-economic achievements. However, in the new development stage, I believe that institutional improvement should be considered a key task, because this is the 'resource of all resources' to promote rapid and sustainable growth. I agree with the orientation in the Draft Political Report submitted to the 14th National Party Congress on continuing to build and synchronously perfect institutions for rapid and sustainable development of the country," Mr. Pham Luong expressed.

Mr. Pham Luong emphasized that political institutions are key, economic institutions are central, and other institutions also play an important role in creating a favorable environment for innovation and sustainable development.

“To be effective, policies need to be issued promptly and in line with reality, creating a favorable environment for innovation, green economic development, digital economy and circular economy. In addition, it is necessary to continue administrative reform, build a clean and transparent apparatus and enhance the responsibility of the staff. When the system operates smoothly, people and businesses will have more confidence, contributing to the country's prosperous and happy development,” Mr. Pham Luong proposed.

According to Mr. Pham Luong, when policies are built synchronously and implemented effectively, the State will not only be a manager but also a developer, creating motivation for all economic sectors and people to participate in the process of nation building.

Sharing the same opinion on the importance of culture in national development, Ms. Ly Thi Thu - Diplomatic Urban Area affirmed that culture and people are the spiritual foundation of society, the endogenous strength of the country.

“I strongly agree with the Draft Political Report submitted to the 14th National Party Congress when it identifies cultural and human development as the spiritual foundation of society and an important endogenous strength of the country. After nearly forty years of renovation, we have achieved many socio-economic achievements, but along with economic development, we need to pay special attention to building Vietnamese culture and people in the new era. Culture must truly become a driving force, a force that unites the entire nation, helping to strengthen trust, arouse the desire to contribute and a spirit of humanity in society,” Ms. Thu expressed.

In this opinion, cultural development is not only about preserving heritage or honoring traditions, but more importantly, it is about cultivating the qualities, ethics and lifestyle of modern Vietnamese people.

“It is necessary to focus on moral education, lifestyle, raising citizens’ awareness, preventing negative manifestations, violence and degradation in social behavior. Developing culture is building the foundation for the country to develop sustainably, prosperously and happily,” Ms. Ly Thi Thu proposed.

Thus, along with institutional improvement and economic development, the revival and development of Vietnamese culture will be the decisive factor for the country to develop harmoniously and sustainably, with people at the center of all policies.

From the above enthusiastic opinions, it can be seen that the belief in the Party's leadership and the aspiration for national development are the common point, the source of all contributions sent to the 14th Congress.
