Perfecting the institution for developing cultural industries to contribute to creating momentum for rapid and sustainable development of the country.

On the morning of November 4, in Hanoi, the Vietnam Institute of Culture, Arts, Sports and Tourism coordinated with the People's Committee of Cua Nam Ward, Hanoi to organize a scientific workshop on "Theoretical basis and international experience in perfecting the institutional development of cultural industries to contribute to creating momentum for the country's rapid and sustainable development in new conditions".

The workshop was held within the framework of the National Scientific Project "Improving the institutional development of cultural industries to contribute to creating momentum for rapid and sustainable development of the country in new conditions" chaired by Associate Professor, Dr. Nguyen Thi Thu Phuong, hosted by the Vietnam Institute of Culture, Arts, Sports and Tourism.

The workshop aims to contribute to providing scientific arguments, international experience and policy recommendations for the construction and improvement of institutions for the development of Vietnam's cultural industry. At the same time, the workshop is also an important forum for exchanging and sharing views, proposing solutions and policy recommendations towards the goal of building a strong Vietnamese cultural industry, actively contributing to economic growth and promoting the country's image in the new period.

Speaking at the opening of the Workshop, Ms. Trinh Ngoc Tram - Vice Chairman of the People's Committee of Cua Nam Ward, Hanoi said that the Workshop "Theoretical basis and international experience in perfecting the institution for developing cultural industries to contribute to creating momentum for rapid and sustainable development of the country in new conditions " is an important forum, with the tasks that the Workshop's theme has stated very fully.

According to Ms. Trinh Ngoc Tram, in recent years, Cua Nam ward in particular and Hanoi city in general have always identified cultural industry as the core to promote economic development based on creative cultural values, contributing to economic restructuring and improving people's spiritual life.

Therefore, the coordination of this workshop is a valuable opportunity for Cua Nam ward, Hanoi city to accompany experts, scientists, managers and artists in promoting the development of cultural industry in Cua Nam ward as well as Hanoi capital and the whole country.

The Organizing Committee hopes that this Conference will create a quality academic forum, promote cooperation, dialogue, in-depth and constructive exchange of ideas, thereby helping state management agencies continue to perfect mechanisms and policies to effectively develop the cultural industry, contributing to creating a driving force for rapid and sustainable development for the capital Hanoi in particular and the country in general in the new conditions.

In her opening speech at the workshop, Associate Professor, Dr. Nguyen Thi Thu Phuong - Director of the Vietnam Institute of Culture, Arts, Sports and Tourism, said that in recent years, our Party and State have clearly identified culture as not only a spiritual foundation, but also an endogenous strength, a driving force and a regulating system of society, contributing to rapid and sustainable development.

The Resolution of the 13th National Party Congress emphasized the need to arouse the aspiration to develop a prosperous and happy country on the basis of promoting the cultural values ​​and Vietnamese people as a special endogenous resource. The Draft Document of the 14th National Party Congress continues to follow that trajectory, while emphasizing the need for institutional breakthroughs and perfecting the policy framework for innovation, knowledge economy, cultural industry and creative economy as one of the new growth pillars.

Assoc. Prof. Dr. Nguyen Thi Thu Phuong - Director of Vietnam Institute of Culture, Arts, Sports and Tourism delivered a keynote speech at the Workshop.

On the Government side, the Strategy for the Development of Vietnam's Cultural Industries to 2020, with a Vision to 2030, issued in 2016, established cultural industries as an economic sector that directly contributes to growth, employment, and budget revenue; and is also a channel to increase Vietnam's cultural soft power, thereby enhancing Vietnam's international position through products, services, and the image of Vietnamese culture and people.

The strategy also specifies the requirement to form a creative ecosystem and develop cultural industries in the direction of professionalization and commercialization, based on intellectual property and indigenous cultural values.

In that context, it can be said that we have policies, strategies, and a unified understanding of the role of the cultural industry. However, the biggest bottleneck today is not in the vision, but in the institutions.

The current institutional framework for developing cultural industries is still fragmented according to each state management field; lacks a strong enough coordination mechanism to connect culture - creativity - science and technology - tourism - trade - urban areas; lacks tools to encourage private investment and public-private partnership; lacks policy testing corridors (sandboxes) for new models; and especially lacks flexible operating mechanisms at the local level, especially in creative urban centers. In short, the lack of synchronous institutions makes the potential of cultural industries not really become a driving force for development.

This is also an issue that UNESCO has clearly stated in the MONDACULT 2022 and 2025 process: culture is not only a field of heritage conservation, but also a pillar of development, and to do so, we must look at culture with a new institutional mindset - a mindset that considers culture as a system of values, a resource, a public asset, a creative space and also an economic field, requiring appropriate policies on investment, finance, space and the right to participate of the creative community. MONDACULT asks the question directly: are we ready to reform the institution so that culture can truly become a driving force for sustainable development?

Therefore, the Workshop is a step to answer the question posed globally in the context of Vietnam. The goal of the Workshop is to build a theoretical foundation, identify typical international lessons and determine the core issues that need to be solved in perfecting the institutional development of cultural industries in Vietnam in the coming period.

With such an approach, Associate Professor, Dr. Nguyen Thi Thu Phuong suggested that the delegates attending the Workshop will focus on three key issues: First, on the theoretical basis of the institutional development of cultural industries; Second, on international experience; Third, the issues that Vietnam needs to solve in the coming period to remove institutional bottlenecks, promote the development of cultural industries with focus, substance and sustainability.

The Organizing Committee also raised three core groups of issues for us to discuss in depth in today's workshop: (1) On institutional framework; (2) On policy tools and (3) On measurement and evaluation.

Associate Professor, Dr. Nguyen Thi Thu Phuong emphasized that the workshop not only has academic significance, but is also a preparatory step for creating policy arguments at the institutional level.

"The Organizing Committee believes that the scientific opinions, policy responses and practical experiences shared at the workshop will directly contribute to the process of perfecting the institutional framework for developing cultural industries in Vietnam - one of the tasks of strategic significance, associated with the goal of rapid and sustainable development of the country in the new period, in line with the Party's orientation at the 13th National Congress, the requirements for preparing for the 14th National Congress, and the international commitments that Vietnam participates in the MONDIACULT 2022-2025 process on considering culture as a pillar of development", Associate Professor, Dr. Nguyen Thi Thu Phuong shared.

At the workshop, the Workshop Organizing Committee received nearly 30 valuable presentations from scientists, managers, professional associations, businesses and cultural practitioners.

The presentations focused on clarifying the contents of: The connotation of institutional concepts, cultural industry institutions; Perspectives and theories applied as a basis for planning and building institutional and policy frameworks; Analysis of institutional models and policies for developing cultural and creative industries of countries around the world to help Vietnam select its own direction suitable to current conditions and contexts and in the digital age; Solutions and policies to perfect the institutional development of cultural industries from the central to local levels, especially when Vietnam has major changes in the two-level government management model;....
