Minister of Public Security presents proposal to establish National Security Industrial Complex

The Government proposed to establish a National Security Industrial Complex to research, design, manufacture and produce products and services for security work.

This morning, authorized by the Prime Minister, General Luong Tam Quang, Minister of Public Security, presented to the National Assembly a draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization.

The Minister of Public Security said that the draft law has separated the defense and security industry fund into two independent funds, including the security industry development investment fund and the defense industry fund. The Ministry of Public Security is assigned to manage the security industry development investment fund, decentralizing the management of the defense industry fund from the Government to the Ministry of National Defense.

" The security industry development investment fund is a non-budgetary state financial fund, established at the central level, managed by the Ministry of Public Security to invest in and support the implementation of programs, projects, activities, accept risks, and make risky investments to build and develop the security industry," the draft law stipulates.

The draft supplements a number of specific provisions of the security industry development investment fund, including financial resources from contributions from members participating in the national security industry complex, principles of risk acceptance, and venture capital to build and develop the security industry. In particular, these provisions affirm the principle of not duplicating expenditure content with the defense industry fund.

The Minister of Public Security said that the draft has added a section on the National Security Industrial Complex, which stipulates the functions, tasks, composition of the complex, the complex's core, members participating in the complex and the State's policies towards the complex.

The additional content on the basic complex is similar to the regulations on the defense industrial complex. However, it specifies specific contents to avoid overlap and institutionalize the Politburo 's requirements on the national security industrial complex.

According to the draft regulations: The national security industrial complex is led and oriented by the State, with the core being core security industrial establishments, the participation of organizations and enterprises inside and outside the People's Public Security with resources and scientific and technological potential to organize the implementation of tasks of building and developing the security industry.

The national security industrial complex has the function and task of researching, applying science and technology, designing, manufacturing, testing, producing, completing, repairing, converting, improving, and modernizing security industrial products and services.

The core tasks of the complex are industrial safety and cybersecurity products and services; industrial products and services of big data, cloud computing, blockchain, artificial intelligence applications based on national big data; professional technical products, criminal techniques, support tools, military uniforms for the police sector; patrol vehicles on coastal and river routes; fire prevention, firefighting and rescue products; biotechnology products...

The national security industrial complex also has the task of mastering strategic technology, foundation technology, core technology, transferring and receiving advanced and modern technology transfer; mobilizing national resources to develop security industry; researching, producing, providing products and services to serve people's lives, transferring appropriate technology to people's lives industry, serving socio-economic development...

Presenting the draft review report, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the National Defense, Security and Foreign Affairs Committee basically agreed with the regulations on the security industry development investment fund, the national security industry complex, and the security industry development management council with specific and outstanding mechanisms and policies.

The Committee on National Defense, Security and Foreign Affairs proposed to study the concept of the security industry development investment fund to make it clearer, covering practical needs, closely following the direction of the Politburo; at the same time, study and revise the concept of the defense industry fund for consistency.

Regarding the National Security Industrial Complex, the Committee on National Defense, Security and Foreign Affairs requested the drafting agency to carefully review security industrial products and services, avoiding omitting important security industrial products and services.
