Vietnam - Singapore Defense Dialogue: Cooperation for Peace

The 16th Vietnam - Singapore Defense Policy Dialogue marked a new development step, when the two sides signed the Defense Cooperation Plan for the 2025 - 2028 period, affirming their determination to bring cooperation into depth and effectiveness.

This morning, October 28, at the headquarters of the Military Region 5 Command (Da Nang City), Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense , and Mr. Chan Heng Kee, Permanent Secretary of the Singapore Ministry of Defense, co-chaired the 16th Vietnam - Singapore Defense Policy Dialogue.

At the dialogue, the two sides had in-depth discussions on the world and regional situation and issues of mutual concern; agreed to strengthen defense cooperation in the spirit of trust, transparency and mutual benefit, contributing to maintaining a peaceful and stable environment in Southeast Asia.

Speaking at the event, Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam always attaches importance to ASEAN's central role in the regional security structure; at the same time, he suggested continuing to promote cooperation mechanisms such as ADMM and ADMM+, promoting the spirit of solidarity and shared responsibility for peace and development.

Regarding the East Sea issue, Senior Lieutenant General Hoang Xuan Chien affirmed Vietnam's steadfast stance of resolving disputes by peaceful means, on the basis of UNCLOS 1982, strictly implementing the DOC and supporting the building of a substantive and effective COC.

Mr. Chan Heng Kee, Permanent Secretary of the Singapore Ministry of Defence, highly appreciated the Vietnam-Singapore defence cooperation as one of the important pillars in the bilateral relationship; expressed the wish to continue promoting comprehensive cooperation, focusing on naval cooperation, training, cyber security and search and rescue, bringing the two countries' defence cooperation to a new height.

The two sides also agreed to continue to maintain delegation exchanges at all levels, promote the effectiveness of existing cooperation mechanisms; step up human resource training, enhance coordination between the Navy, Air Force, Coast Guard and support each other within the ASEAN military-defense framework.

On this occasion, Senior Lieutenant General Hoang Xuan Chien respectfully thanked Singapore for creating conditions for Vietnamese officers to work at the Information Sharing Center (IFC), and invited the Singapore Ministry of Defense to attend the 3rd Vietnam International Defense Exhibition (2026).

The two heads of delegation signed the 3-year defense cooperation plan for the period 2025 - 2028 and the Memorandum of Understanding on enhancing cooperation in the field of training between the two Ministries of Defense.

At the end of the dialogue, the two heads of delegation signed the Defense Cooperation Plan for the 2025-2028 period and the Memorandum of Understanding on training cooperation, and witnessed the signing ceremony of cooperation documents between the two navies.

The 16th Vietnam-Singapore Defense Policy Dialogue continued to affirm the substance and effectiveness of the bilateral cooperation mechanism, contributing to consolidating strategic trust and enhancing solidarity for peace, stability and development in the Southeast Asian region.
