According to the Ministry of Education and Training, the amendment and supplementation of a number of articles of the examination regulations aims to guide the examination units in registering the maximum number of candidates for each exam team, and at the same time, deploy the work of checking and supervising the stages of the exam in accordance with regulations.

Regarding the number of candidates, the new regulations still maintain the regulation that each participating unit can register a maximum of 10 candidates for each subject of the national excellent student selection exam. In particular, the Hanoi participating unit can register a maximum of 20 candidates for each team.
However, localities that carry out the arrangement of provincial administrative units are allowed to increase the number of candidates corresponding to the number of provinces before the merger. For example, Ho Chi Minh City before the merger was allowed to register a maximum of 20 candidates, but now it has increased to 40 candidates due to the merger of 2 more provinces.

The new regulations also add stricter regulations on facilities and equipment for subjects such as information technology and foreign languages that the old regulations did not specifically mention. For example, regarding the examination room, candidates taking the information technology exam in the national excellent student selection exam are arranged in separate examination rooms; the computers are isolated, not connected to any equipment or means inside or outside the examination room.
For the written test, each foreign language subject is arranged with its own examination room, with a CD player and speakers, and at least two spare CD players and speakers common to all foreign language examination rooms. The oral test is conducted according to the written instructions for organizing the examination.
Because the inspection at the ministerial and department levels is abolished, the new regulations also amend and supplement the inspection work. Accordingly, the Ministry of Education and Training decided to establish inspection teams to inspect the preparation and organization of the exam for the participating units and the exam council; and to inspect the marking and review work according to the law.
The Department of Education and Training arranges qualified cadres, civil servants and public employees to participate in inspection teams of the Ministry of Education and Training when requested or assigned tasks according to regulations.
Agencies, organizations and individuals participating in organizing exams are subject to inspection and examination by competent state management agencies according to decentralization and legal regulations.
The places receiving information and evidence of violations of the Examination Regulations are the examination steering committee, examination council; Ministry of Education and Training, Department of Education and Training.
