This Circular takes effect from December 9, 2025, replacing Circular No. 17/2023/TT-BGDDT dated October 10, 2023, of the Minister of Education and Training .
Circular No. 23/2025/TT-BGDĐT includes amendments and additions to align with the functions and tasks of inspection and supervision activities during the organization of the Examination, as stipulated in Decree No. 109/2025/ND-CP dated May 20, 2025, of the Prime Minister on the functions, tasks, powers, and organizational structure of the Government Inspectorate .
Regarding the number of contestants, the new regulations stipulate: For the national excellent student selection exam, each participating unit can register a maximum of 10 contestants for the team in each subject. The Hanoi participating unit can register a maximum of 20 contestants for each team. Participating units undergoing administrative reorganization at the provincial level should follow these procedures:
Regarding exam room arrangements: Candidates taking the Informatics exam in the national excellent student selection exam will be assigned to a separate exam room; the computers will be isolated and will not be in contact with any equipment or facilities inside or outside the exam room.
For the Foreign Language exam, the written test will be conducted in a separate examination room for each foreign language subject, equipped with a CD player and speakers. There will be at least two backup CD players and speakers shared among all foreign language examination rooms. The oral exam will be conducted according to the examination organization guidelines.
Regarding inspections, the Regulations state that the Ministry of Education and Training decides to establish inspection teams to review the preparation and organization of the examinations at participating units and examination boards; and to inspect the marking and review process in accordance with the law.
The Department of Education and Training assigns qualified officials, civil servants, and employees to participate in inspection teams of the Ministry of Education and Training when requested or assigned tasks as prescribed.
The agencies, organizations, and individuals involved in organizing the examination are subject to inspection and supervision by competent state management agencies according to the hierarchical structure and legal regulations.
The agencies responsible for receiving information and evidence regarding violations of examination regulations are the Examination Steering Committee, the Examination Supervision Council; the Ministry of Education and Training, and the Department of Education and Training.
