Decisive action from leadership to implementation.
In implementing the plan for the periodic review of poor and near-poor households in 2025, Thu Lam commune has deployed a comprehensive and systematic approach from the planning and direction stages to the implementation phase. The commune People's Committee has established and strengthened the Steering Committee for Sustainable Poverty Reduction Assistance, assigned specific tasks to each member, and formed working groups to directly inspect and supervise the review at the grassroots level.
According to Pham Trong La, Chairman of the People's Committee of Thu Lam commune: The review was carried out in all 58 villages, hamlets, and residential areas, ensuring the correct procedures, transparency, and participation of mass organizations and the people. The assessment criteria were applied according to the multidimensional poverty standard, accurately reflecting the living conditions and access to basic social services of each household.
According to the Chairman of the People's Committee of Pham Trong La commune, the review process is not only aimed at "counting" the number of poor and near-poor households, but more importantly, at correctly identifying each individual's circumstances and causes, thereby developing appropriate support solutions and avoiding omissions or exploitation of policies. "Poverty reduction must be genuine and sustainable, not driven by a pursuit of achievements," the commune leader emphasized.
The results of the 2025 review show that there are no poor households in Thu Lam commune, and the poverty rate remains at 0%. This is an important result, demonstrating the great efforts of the locality in the context of many difficulties due to natural disasters and economic fluctuations.
Regarding near-poor households, at the beginning of 2025, the entire commune had 166 households, which decreased to 117 by the end of the year, a reduction of 49 households, or 30%. Notably, no new near-poor households emerged during the year, demonstrating the effectiveness of measures to prevent re-poverty and the emergence of new poverty.
In-depth analysis reveals that the remaining near-poor households mainly consist of specific cases such as elderly people living alone, those with serious illnesses or neurological disorders, those who are no longer able to work, or households with very few working-age members. These groups are unlikely to improve their lives through conventional productive labor and require long-term social security support policies.

However, thanks to timely support and the synchronized implementation of social welfare policies, these households did not fall into poverty.
Policies reach the right people, meeting the right needs.
One of the key factors contributing to Thu Lam's positive poverty reduction results is the effective implementation of policies supporting livelihoods, job creation, and ensuring access to basic social services for the people. Near-poor households and newly-escaped-poverty households have access to preferential loans from the Social Policy Bank to invest in developing production, small-scale trading, livestock farming, crop cultivation, or improving neglected gardens. In addition, the locality focuses on guiding people to choose production models suitable to each household's conditions, avoiding scattered and inefficient investments.

Alongside livelihood support, Thu Lam commune also focuses on policies related to health, education , housing, clean water, and environmental sanitation. 100% of near-poor households have been provided with health insurance cards, helping to reduce the burden of medical expenses. Children from near-poor households receive support for their education, ensuring that no student has to drop out of school due to economic difficulties.
Housing support for disadvantaged households is integrated with socialized resources. Many near-poor households with dilapidated houses have been assessed, and proposals for repair support have been made, contributing to long-term life stability.
In particular, Thu Lam commune pays special attention to and supports people with meritorious service - those with health limitations - to stabilize their lives and develop their economy.

Thanks to preferential loans and guidance from commune officials, my family boldly invested in small-scale livestock farming. Life has gradually become more stable, and we no longer worry about financial difficulties.”
According to local residents, the support of local authorities and organizations in guiding loan procedures, advising on production models, and regularly visiting and encouraging them has created more confidence and motivation for disadvantaged households to improve their lives. Many households, after escaping near-poverty, actively share their business experiences with other households, contributing to spreading the spirit of self-reliance and self-improvement in the community.
Despite achieving significant results, according to Pham Trong La, Chairman of the People's Committee of Thu Lam commune: The commune recognizes that poverty reduction efforts in the coming period still face many challenges, especially for multidimensional near-poor households and vulnerable groups.
The commune's goal is to continue reducing the number of near-poor households, prevent the emergence of new poor households, and limit the recurrence of poverty; while simultaneously improving the living standards and access to basic social services for the people. Specifically, in 2026, the commune aims to reduce at least 10 near-poor households, while ensuring that 100% of poor and near-poor households are fully assessed according to the new multidimensional poverty standard when it is issued.

To achieve this goal, Thu Lam commune will continue to focus on solutions to create livelihoods, address employment issues, and provide vocational training linked to labor market needs; while also strengthening support for production development, technology transfer, and replicating effective poverty reduction models.
In addition, the locality is promoting the application of digital transformation in poverty reduction efforts, updating data on near-poor households on management systems, and using online information channels to disseminate policies and guide procedures, helping people access policies more easily.
According to the assessment of the Steering Committee for Poverty Reduction in Thu Lam commune, the results achieved in 2025 are clear evidence of the synchronized involvement of the entire political system, from the Party committee and government to mass organizations and the community. Organizations such as the Women's Union, the Farmers' Association, the Youth Union, and the Veterans' Association have actively participated in advising and supporting members in economic development, monitoring the implementation of poverty reduction policies, and promptly reporting difficulties and obstacles from the grassroots level.
