The 32nd session of the Hai Phong City People's Council, 16th term, 2021-2026, approved a Resolution stipulating mechanisms and policies in training and nurturing gifted students; selecting, employing, and rewarding management staff and teachers in the field of training gifted students at the national, regional, and international levels.

According to the Resolution, Hai Phong applies high reward levels for students achieving outstanding results in student competitions and scientific and technical research. Specifically, students participating in international Olympiad competitions in subjects nominated by the Ministry of Education and Training will receive 500 million VND if they win a Gold medal (First Prize); 400 million VND if they win a Silver medal (Second Prize); and 300 million VND if they win a Bronze medal (Third Prize). Those receiving a Certificate of Merit (Honorable Mention, Fourth Prize) will receive 100 million VND.
For students participating in international science and technology research competitions and regional Olympiads in subjects nominated or authorized by the Ministry of Education and Training, the rewards are VND 300 million for a Gold medal, VND 200 million for a Silver medal, VND 100 million for a Bronze medal, and VND 50 million for a Certificate of Merit or Encouragement award.

Students participating in the national-level excellent student competition and science and technology research organized by the Hai Phong Department of Education and Training will receive a reward of 50 million VND if they win first prize; 40 million VND for second prize; 30 million VND for third prize; and 20 million VND for honorable mention or fourth prize. In addition, students nominated by the Ministry of Education and Training to participate in international or regional Olympiads or international science and technology competitions will receive an additional 50 million VND.
During the training and preparation period for the competition, the city provides financial support for tuition, accommodation, and transportation according to regulations. In addition, the city awards scholarships to students from specialized schools with good academic and behavioral performance, with an average grade of 8.5 or higher, or who have won awards in national, regional, and international student competitions. Furthermore, Hai Phong also has specific policies in the selection and remuneration of teachers, administrators, and experts involved in training and preparing gifted students.
