The event was organized by the National Agency for Startup and Technology Enterprises (NATEC), the National Center for Innovation and Entrepreneurship Support (NSSC), the Ministry of Science and Technology (MOST), in collaboration with the Institute for Sustainable Development Management Research (MSD) – United Way Vietnam – Head of the Open Social Innovation Community.

In his opening remarks, Mr. Pham Hong Quat, Director of the Department of Startups and Technology Enterprises, Ministry of Science and Technology, emphasized the crucial role of open innovation in the national development process.
According to Mr. Quat, Vietnam is facing many problems such as the middle-income trap, population aging, environmental pollution, and pressure in megacities. The coordinated implementation of the Open Social Innovation Community within the framework of TECHFEST 2025 is expected to bring new technological solutions, creating practical socio -economic value for many community groups.
“The Department of Startups and Technology Enterprises will continue to work alongside MSD United Way Vietnam, the Open Social Innovation Community, and associations to contribute to promoting rapid, sustainable development and moving towards green, smart cities,” said Director Pham Hong Quat.
The workshop was organized with three main discussions:
Firstly, the Innovation Strategy must become a nationwide movement: Discussing methods of connection, innovation, and openness – creating conditions for all citizens – from youth, women, people with disabilities to rural communities – to have the opportunity to participate in designing and benefiting from innovative solutions.
Secondly, promoting Community Data (CGD) is fundamental to inclusive innovation: When citizens participate in creating data, solutions become more practical, relevant, and sustainable.
Thirdly, future workforce needs open-mindedness, responsibility, ESG, and AI for Good: The ecosystem needs to nurture a generation of young people who are not only technologically proficient but also ethical, community-minded, and capable of creating shared value.
On this occasion, MSD – United Way Vietnam – Head of the TECHFEST Social Open Innovation Community officially introduces the SOAR (Social Open Innovation for All Resilience) initiative, a Social Open Innovation model that promotes a responsible collaborative ecosystem in Vietnam.
SOAR is built on four pillars:
- Promoting sustainable business models and solutions: Optimizing business models and social/environmental impact; integrating ESG principles into startup growth and innovation.
- Co-creation with the community: Co-design – co-implement – utilize Community Data (CGD) for continuous improvement, ensuring solutions accurately reflect the needs and experiences of the people.
- Promoting open innovation – a model

The workshop attracted over 70 delegates, both in person and online, representing government agencies, embassies and international organizations, businesses, universities, startups, investors, and social organizations. This diverse presence demonstrates the need to link resources and perspectives among stakeholders, thereby forming an open, sustainable, and widely disseminated innovation ecosystem.
