The transformation of traditional industrial zones into eco-industrial zones is considered a strategic choice for Ho Chi Minh City.

Not starting from scratch, many industrial parks in Ho Chi Minh City have sufficient infrastructure and human resources to begin a new growth model. From 2020 to the present, Hiep Phuoc Industrial Park has piloted the transformation to an eco-industrial park model with many positive results. Thirty businesses have participated in clean production processes, reducing electricity consumption by more than 6,800 MW/year and CO2 emissions by more than 5,800 tons per year.

Mr. Huong Xuan Tan - Deputy Director of Sales, Hiep Phuoc Industrial Park, Ho Chi Minh City

Mr. Huong Xuan Tan - Deputy Director of Business, Hiep Phuoc Industrial Park, Ho Chi Minh City, shared: “From now until 2030 and with a vision for 2045 and beyond, we express our aspiration for innovation and creativity, bringing economic and social benefits not only to investors and workers but also contributing significantly to transforming the barren, mangrove-covered land of the former Nha Be area into a dynamic and modern industrial zone. Upgrading, transforming industries, and enhancing the value chain will also boost the industrial production market, contributing to the economic development of Ho Chi Minh City and Vietnam in general. Socially, this will involve completing and upgrading social infrastructure, connecting the surrounding communities of the industrial park, and attracting skilled labor and talented individuals to Hiep Phuoc Industrial Park.”

Ho Chi Minh City currently has 59 industrial parks and export processing zones with approximately 5,900 operating businesses. The transformation of industrial parks into eco-friendly zones in the city still faces many obstacles related to capital, policies, legal regulations, and business awareness.

Ms. Le Thi Thanh Thao - Head Representative of the United Nations Industrial Development Organization (UNIDO)

Ms. Le Thi Thanh Thao, Head Representative of the United Nations Industrial Development Organization (UNIDO), stated: “The first thing is awareness, because many industrial parks, especially private ones, think of environmental obligations as a burden in terms of costs and responsibilities. But when they look at it from the perspective of transitioning towards an ecological direction, it brings benefits, and the most concrete benefits are that businesses and industrial parks save on raw materials, energy inputs, and reduce waste released into the environment, resulting in significant cost savings. In addition, it contributes to environmental and social benefits, as I mentioned, and most importantly, when industrial parks and businesses have clear strategies and messages about sustainable development, it creates opportunities to attract high-quality investments, green financing, low-emission technologies, and advanced technologies.” "Changing the number of industrial zones, for example, would bring a very long-term competitive advantage to industrial parks and cities as well."

Mr. Nguyen Dinh Tho - Deputy Director of the Institute of Agricultural and Environmental Strategy and Policy, Ministry of Agriculture and Environment

Mr. Nguyen Dinh Tho, Deputy Director of the Institute of Agricultural and Environmental Strategy and Policy, Ministry of Agriculture and Environment, stated: “The scale of our green economy still has room for growth. If Ho Chi Minh City wants to achieve double-digit growth in the coming period, green transformation and improving the quality of growth are mandatory requirements to address the city's problems, firstly, air pollution; secondly, saltwater intrusion, tidal surges, as well as flooding and land subsidence. If the city does not have solutions to adapt to climate change, it will suffer more damage than it can.”

Mr. Tran Xuan Tung - Head of the Economic Zone Management Department, Foreign Investment Agency, Ministry of Finance

Mr. Tran Xuan Tung, Head of the Economic Zone Management Department, Foreign Investment Agency, Ministry of Finance, emphasized: “Ho Chi Minh City already has a foundation, a foundation of high-tech science and technology, and strong support mechanisms compared to the rest of the country. Especially with Resolution 98, many new opportunities have been opened up. Today, the National Assembly has just passed a resolution amending Resolution 98, which includes many specific preferential mechanisms for Ho Chi Minh City. Along with all the general mechanisms for industrial parks, ecological zones, and green transformation, I think Ho Chi Minh City will be very strong. Because the industrial parks in Ho Chi Minh City, such as VSIP and Hiep Phuoc, already have a foundation, and these industrial parks are actively participating in ecological transformation programs.” of UNIDO.”
