On December 13th, the Hanoi Department of Education and Training and Phenikaa University held a signing ceremony for a memorandum of cooperation to jointly organize the national science and technology research competition for high school students in the 2025-2026 academic year and the 19th International Olympiad in Astronomy and Astrophysics (IOAA) in Hanoi in 2026.
Speaking at the ceremony, Mr. Pham Quoc Toan, Deputy Director in charge of the Hanoi Department of Education and Training, emphasized: The signing of the Memorandum of Understanding is not simply an administrative procedure, but a significant milestone, demonstrating the determination of the Capital's education sector to develop advanced education, promote scientific research among students, and affirm Hanoi's position and prestige on the regional and international education map.


The Ministry of Education and Training's trust in entrusting Hanoi with hosting the national science and technology competition, and especially the IOAA – a large-scale international science Olympiad with very high demands on expertise, organization, security, and international relations – is both a great honor and a responsibility for the city and the capital's education sector.
Phenikaa University is considered by the Hanoi Department of Education and Training as an important partner with many advantages to participate deeply in professional work and exam organization. With its development orientation towards a research university model, modern laboratory system, a team of reputable scientists both domestically and internationally, and increasingly extensive international cooperation experience, Phenikaa University is expected to play a permanent role in providing academic support for the exams.
Mr. Pham Quoc Toan affirmed that the Hanoi Education sector will proactively and decisively coordinate inter-sectoral efforts, mobilizing the participation of city departments and agencies to ensure the best possible conditions in terms of security, health, logistics, foreign relations, and communication, thereby contributing to the successful organization of these major scientific events.


The memorandum of understanding states that the two parties agree to jointly organize two major scientific events in Hanoi in 2026. The Hanoi Department of Education and Training will be the lead agency, fully responsible for state management, direction, operation, and professional organization; it will also be in charge of inter-agency coordination, communication, security, health, and other organizational conditions as prescribed.
Phenikaa University is the host institution, ensuring resources and providing ongoing academic support for the IOAA examination; it is responsible for mobilizing facilities, technical infrastructure, experts, and scientists; coordinating and participating in the stages of question setting, question review, scoring system development, examination organization, and specialized subcommittees in accordance with international practices; and ensuring logistical, technical, and financial conditions for organizing the events.
Expressing strong consensus on coordinating the organization of the two exams, Professor Ho Xuan Nang, Chairman of the University Council and General Director of Phenikaa University, stated: Phenikaa University has a strong research team in astronomy and astrophysics, collaborates with international scientists, and plans to expand training in this field in the future.
"The school is very dedicated and proud to participate in coordinating with the Hanoi Department of Education and Training to organize two major exams in 2026. The school has been urgently preparing facilities, equipment, and technological infrastructure to serve the exams; professional work, personnel, and logistics have also been meticulously prepared," Mr. Nang expressed.
In October 2026, Hanoi, Vietnam will host the International Astronomy and Astrophysics Olympiad. Approximately 3,000 contestants and observers from around 80 countries and territories are expected to participate.
