By 2030, 100% of urban preschool children must be familiar with English.
The goal of the Project to make English the second language in schools is that English is widely, regularly and effectively used in teaching, communication, management and educational activities of schools, forming an ecosystem of English use in educational institutions.
Specifically, for preschool children, the goal is that from now until 2030, 100% of urban preschool children will be familiar with English; from 2030-2035, at least 80% of preschool children nationwide will be familiar with English.
This aims to form and develop English communication skills, preparing well for learning English at high school level.
At the general education level, from now until 2030, 100% of schools nationwide must teach English as a compulsory subject from grade 1. Of these, at least 20% of schools must achieve level 1, 5% must achieve level 2 and 2% must achieve level 3 - the highest level to evaluate an educational institution that uses English as a second language.
At the university level, by 2030, at least 20% of universities will use English as a second language at level 1, 5% at level 2 and 3% at level 3.

Need 22,000 more preschool and primary school English teachers
The project to make English the second language in schools is applied in all preschool, general education, university, vocational education, and continuing education facilities nationwide.
It is estimated that the project will impact about 50,000 educational institutions with nearly 30 million children, pupils, and about 1 million managers and teachers at all levels, fields of study, and training sectors.
The project implementation period is 20 years (2025-2045), divided into 3 main phases.
In which, phase 1 (2025-2030) will build the foundation and standardize, ensuring a solid foundation for English to be used regularly and systematically in the educational environment; phase 2 (2030-2035) will expand and strengthen, promote the use of English more frequently; phase 3 (2035-2045) will perfect and improve, English is used naturally, developing an ecosystem of English use in the educational environment, communication and school administration.
The Ministry of Education and Training said that to successfully implement the Project, there needs to be at least one English teacher position in each preschool. The expected number of additional positions at this level is 12,000 people.
For primary school level, the number of English teachers is nearly 10,000. Both levels need an additional 22,000 teachers.
English is currently the official or second language in 54 countries and 27 territories. Most of these are countries and territories with advanced science and technology, strong economic development and a total GDP accounting for 45% of global GDP.
Besides, English is the main language of international scientific publications (accounting for 95% of the number of international scientific publications each year).
According to the Ministry of Education and Training, teaching English in schools as a foreign language has not really met the need for language use to effectively serve international integration.
In that context, teaching English as a foreign language needs to be upgraded to teaching as a second language to help students develop their capacity, use English in academic activities, exploit documents, use digital tools and artificial intelligence (AI), and integrate internationally in a practical and effective way.
