On the afternoon of October 29, Prime Minister Pham Minh Chinh chaired a Government meeting to listen to reports on the implementation of resolutions of the Central Committee and the National Assembly on the arrangement of administrative units at district and commune levels and the organization of two-level local governments.
Reporting at the meeting, Minister of Home Affairs Do Thanh Binh said that after nearly four months of implementation, the two-level local government model has operated stably, entered into order and initially demonstrated clear effectiveness, creating positive changes in management, operation and service to people and businesses.

Regarding the organization and personnel, Minister Do Thanh Binh said that up to now, 100% of localities have completed the organization and arrangement of leadership positions of People's Committees at all levels.
34/34 provinces and cities have been implementing plans to reorganize public service units, state-owned enterprises and internal organizational focal points within the scope of management by sector and field.
At the same time, 3,321 communes, wards and special zones have established public service units to provide multi-sector and multi-field public services at the commune level, ensuring compliance with the Central direction and the practical situation of each locality.
The review, arrangement and assignment of cadres and civil servants at the commune level to meet the requirements of performing tasks has been implemented by many localities, significantly overcoming the difficult situation due to not being suitable for the job position in the first 3 months of operation, according to the Minister of Home Affairs.
Regarding the payment of benefits and policies, Minister Do Thanh Binh said that as of October 28, 146,847 people nationwide had quit their jobs; 146,836 people (99.99%) had received policy payments; only 11 people (0.01%) had not received them. Of which, 34/34 localities had completed payments.
According to Minister Binh, the work of decentralization and delegation of power continues to be strongly and substantially implemented by central and local ministries and branches. The percentage of tasks under the authority of the central government is 44%, 56% of tasks have been decentralized and authorized to localities for implementation.
Minister Do Thanh Binh further informed that the Ministry of Home Affairs is presiding over and coordinating with the Ministry of Justice to synthesize and report to the Government, Prime Minister, Politburo, and Secretariat to assess the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of management authority.
Regarding finance and budget, all localities have issued resolutions on decentralization of budget revenue and expenditure; 100% of commune-level units have completed opening accounts and paying salaries at the State Treasury.

As of October 27, 17,595 houses and land have been processed; 10,908 surplus facilities need further processing. In addition, 3,177 commune-level administrative units have been equipped with cars; 144 units have not been equipped.
The arrangement and allocation of public housing for cadres, civil servants, public employees and workers continues to be carried out by localities in accordance with practical conditions at each local agency and unit, typically Bac Ninh province, Da Nang city, Hai Phong city, Vinh Long province....
Regarding administrative procedures, by October 22, the number of administrative procedures had changed in the direction of increasing the rate of full-process public services.
A report from the Ministry of Home Affairs shows that from July 1 to October 26, 34 provinces and cities received 14.5 million administrative procedure records, of which more than 83% were processed online.
According to Minister Do Thanh Binh, in the coming time, the Ministry of Home Affairs will continue to urge and inspect localities in increasing provincial-level cadres and civil servants to commune-level. The Ministry will also urgently complete and submit to the Government for promulgation a Decree to replace Decree No. 120 regulating the establishment, reorganization and dissolution of public service units.
Based on the conclusions of the Politburo, the Ministry of Home Affairs will urgently complete and submit to the Government the Resolution of the National Assembly Standing Committee on the standards of administrative units.
Minister Do Thanh Binh also emphasized that the Ministry will complete a set of tools to evaluate work performance, as a measure of the quality of civil servants and public employees; complete reports, develop and complete a Decree regulating civil servant job positions.
