Proposal to reform salary soon to retain staff after merger

(Dan Tri) - The Deputy Head of the National Assembly Delegation of Vinh Long province proposed that the Government should soon reform salaries to retain officials in the system. This, according to the delegate, can be done early next year.

Many officials "sent" recommendations for early salary reform

Regarding the arrangement of administrative units, female delegate Nguyen Thi Yen Nhi made 3 recommendations.

The first is the investment in essential infrastructure to serve the locality after the reorganization. According to delegate Nhi, previously in a province, the need was only that, but when 2-3 more localities were merged, the need for infrastructure was also different.

For example, if Ben Tre, Tra Vinh and Vinh Long provinces merged, moving to the administrative center would be an obstacle, not only for civil servants, but also for people and businesses who want to come to handle procedures.

The second problem is that after the reorganization, many civil servants have to take on completely new positions compared to their previous positions, especially at the commune level. Therefore, in addition to the spirit and efforts of each cadre, the delegate of Vinh Long province also emphasized the need for training, fostering, and coaching from the central level down to the commune level, to help cadres understand the regulations and confidently perform their duties to best serve the people.

Third recommendation, Ms. Nhi said that after the reorganization, a large number of civil servants were entitled to leave work and retire early with superior benefits. But the problem is that those who continue to work have to face a larger workload, making them more tired.

Therefore, Ms. Nhi recommended that the Government soon propose to the National Assembly a roadmap for reforming salary policies for cadres after the rearrangement.

“Before the National Assembly session, many officials sent a request for early salary reform so that their income would be commensurate with their efforts and enough to retain officials in the system,” Ms. Nhi said, suggesting that the Government consider salary reform in early 2026.

Sharing the same concern, delegate To Thi Bich Chau (HCMC) emphasized the efforts and endeavors of the staff in the system. According to her, the sacrifices of many staff in the recent revolution of reorganizing, streamlining the apparatus and reorganizing administrative units at the local level are "immeasurable".

The delegate suggested that the summary report should evaluate the efforts of the entire political system when having to work day and night. Many officials, according to Ms. Chau, stay in the system not for benefits, but because they want to contribute. Therefore, she suggested that attention should be paid to policies for officials affected by the apparatus arrangement.

The paradox of "businesses wanting to be inspected"

Referring to the Government's term summary report, delegate Nguyen Thi Yen Nhi mentioned the situation of thousands of stalled projects, causing great waste to society. According to her, the Central inspection teams have inspected and examined to remove difficulties and obstacles for investment projects, in order to free up resources.

Despite such efforts, according to delegates' assessment, the results were not as expected, in fact many projects are still "on hold".

She also pointed out the paradox that in the past, businesses were afraid of inspections and checks, but now they expect inspections to come in to remove difficulties and obstacles, because many times the obstacles are due to the institutions.

Concerned that the large resources waiting in line plus the cost of bank loan interest could push businesses into bankruptcy, Ms. Nhi suggested that the Government be more drastic in removing this obstacle, freeing up resources, helping projects to be completed soon and effectively, contributing to socio-economic development.

In reforming administrative procedures, reducing paperwork and shortening time, the female delegate acknowledged the Government's efforts and determination, but she said that administrative procedures are still very complicated.

She mentioned that recently, the Prime Minister spoke at a conference about simplifying procedures in granting construction permits and received a lot of support from the people. According to the female delegate, many procedures can cause harassment and negativity. Therefore, people are looking forward to the realization of this policy.
