Adjusting the basic salary when reclassifying administrative units

On the morning of October 21, continuing the 10th Session, the National Assembly discussed in groups the assessment of the results of the implementation of the 2025 socio- economic development plan and the projected 2026 socio-economic development plan.

Speaking, Minister of Home Affairs Pham Thi Thanh Tra (Lao Cai delegation) assessed that after more than 3 months of implementation (from July 1), the 2-level local government model has basically operated well, "without interruption, without break", ensuring connectivity and synchronization from the central to grassroots levels.

However, the Minister of Home Affairs also frankly pointed out the major challenges.

Regarding the quality of communal-level cadres, the Minister of Home Affairs stated that this is the most worrying issue. The quality and structure of our civil servant staff, especially at the communal level, still have difficulties and shortcomings and do not meet requirements.

The organizational structure is not really stable and needs fundamental institutional adjustments.

According to the Minister, decentralization, delegation of authority and division of powers still have shortcomings and need to be further reviewed. Currently, the central government mainly decentralizes to the provincial level (949 tasks), while the commune level has only 79 tasks.

Another issue mentioned is that the facilities, equipment and problems that exist after the arrangement are still difficult.

To solve the above problems, Minister Pham Thi Thanh Tra has proposed strategic solutions.

Accordingly, focus on perfecting the institutions, considering this the biggest task. It is necessary to concentrate on completing the classification of administrative units and urban standards. This is the "root of the problem" to serve as the basis for building policies, planning and determining appropriate staffing, avoiding leveling.

According to the minister, each type of administrative unit will have different population size, natural area, socio-economic, decentralization, and authority. From there, we will determine the staffing for each administrative unit at the commune and provincial levels.

"We are focusing very much on developing a project to report to the Politburo . It is expected that by the end of October 2025, we will complete it, report to the Politburo, competent authorities and issue decrees and resolutions," the Minister informed.

Another issue mentioned by the Minister of Home Affairs is the improvement of institutions related to the organization of the apparatus, adjusting the basic salary and allowances accordingly when reclassifying administrative units. The allowances that will be adjusted are regional allowances, position allowances, leadership title allowances... to recalculate the regimes and policies related to social security for the subjects.

The minister emphasized that this task must be done quickly, cannot be delayed, and is not allowed to be delayed.

Another task is to restructure and improve the quality of the staff. The Minister emphasized that special attention must be paid to the commune level because in the past, the commune level only did moderate work, but now the workload is large, and the tasks and functions are very high.

Thereby, to meet the increasing workload and task requirements, towards the goal of "both creating development and serving the people".

The Minister also emphasized the need to continue reviewing decentralization and delegation of power. This includes reassessing the feasibility of decentralization, especially tasks that commune levels are still confused about, in order to have flexible adjustments that can be transferred to the provincial level for implementation.

The Minister gave an example of land allocation to enterprises, if assigned to the commune level, there would be initial difficulties and confusion. So if a place can meet the requirements, then let it be, if not, then let the province flexibly implement and decide.

Commenting on this issue, delegate Nguyen Quoc Luan (Lao Cai delegation) suggested continuing to reorganize villages and residential groups nationwide to continue streamlining the apparatus to suit the new situation. This includes policies and regimes for part-time workers in villages and residential groups.

According to the delegate, when arranging and merging villages and residential groups, the area becomes larger, the population increases, so the work arises more and more. Therefore, there needs to be more policies and allowances to support these subjects.

At the same time, continue to rearrange communes and wards with administrative units that can be rearranged based on research on scale, area, population, and similarity.
