Incorrect information on the red book after land consolidation, who has the right to edit?

In 2018, Ms. Le Thi Hue's family ( Ninh Binh ) was granted a Land Use Rights Certificate after implementing land consolidation (previously, Ms. Hue's family was assigned fields and granted a Land Use Rights Certificate in 1997).

Up to now, Ms. Hue discovered that there was incorrect information on the Certificate issued after land consolidation. She asked, if she wanted to make a correction to the Certificate, which agency should she go to? Who signed the confirmation on her Certificate to correct the incorrect content?

The Ministry of Agriculture and Environment responded to this issue as follows:

Pursuant to the provisions of Point a, Clause 1, Article 192, Clause 1, Article 136 of the Land Law, Point a, Clause 1 and Point b, Clause 7, Article 219, Point h, Clause 1, Article 5 of Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of local authorities at 02 levels, decentralization and decentralization in the land sector, in case the Certificate issued (after land consolidation or plot exchange) to a household or individual has errors, the agency to correct the issued Certificate is the People's Committee at the commune level.
