On the afternoon of October 1, Prime Minister Pham Minh Chinh chaired a Government meeting to assess the situation after 3 months of implementing the 2-level local government model, to review difficulties and obstacles and discuss solutions to effectively operate the apparatus.
Prime Minister Pham Minh Chinh emphasized the need to operate the two-tier local government model smoothly and consistently. Along with that, it is necessary to transform the state from an administrative system that is heavily focused on management and passively solving work for people and businesses to one that creates development and proactively serves.

According to the head of the Government , after 3 months of implementation (from July 1), the organization of the 2-level local government model continues to have many positive changes.
Up to now, the two-level local government apparatus has basically completed its organization and personnel, operating relatively smoothly, synchronously, without interruption, ensuring increasingly better service to the people.
Administrative reform and digital transformation also achieved many positive results with over 7 million online records processed, the on-time rate reached over 91%, and more than 3,100 commune-level public administrative centers put into operation.
In addition, the arrangement of headquarters and public assets is seriously implemented, saving the budget, and many facilities are converted to serve the community.
However, the Government leader frankly stated that the implementation process still has many problems and shortcomings, such as the situation of having excess and shortage of officials and civil servants in some places; the amount of work in some places is not suitable for the number of officials; areas with strong economic and social development have a situation of work overload, a lot of work but inappropriate policies and regimes.
Meanwhile, the staff in many places is still limited in management capacity, legal capacity, professional capacity, digital transformation capacity, creative capacity, etc.
The Prime Minister also pointed out the fact that some guiding documents are still slow, especially in the fields of finance - accounting, land, education... The online public service system is also inadequate, and data is not synchronized.
Another shortcoming, according to the Prime Minister, is that the payment of benefits for laid-off workers has not been completely resolved; people in some areas have not yet adapted to the new way of handling procedures...
Proposing to discuss solutions to immediately remove these obstacles, the Prime Minister said that up to now, there are still many areas without specific instructions, causing confusion for localities in implementation.
Directing to clarify the reasons why, whose responsibility is it, and what progress commitment, the Prime Minister emphasized "We cannot let the situation of waiting for documents cause stagnation in the apparatus".

He also asked the units to clarify the problems, propose solutions, and commit to completing the payment of benefits to those who have left their jobs, and to complete it before October 15. Along with that, the Prime Minister directed a thorough and accurate assessment of the current situation and proposed solutions to address the situation of surplus and shortage of officials and civil servants.
Regarding administrative reform, the Prime Minister said that many interconnected procedures have not operated smoothly, such as non-territorial procedures in the fields of land, construction, household registration, insurance, etc.
He asked delegates to propose solutions to simplify the process, to avoid the situation where people have to go back and forth many times, causing frustration, as General Secretary To Lam emphasized: "As long as people continue to complain, the government is not operating effectively." In particular, the Prime Minister emphasized the need to further promote the role of creating development at the grassroots level.
The Head of Government asked delegates to give brief opinions, going straight to the point, creating unity and high consensus in organizing and implementing tasks.
