Also attending were members of the Party Central Committee, officials of a number of Central Party Committees, the Party Central Committee Office; leaders of the General Staff of the Vietnam People's Army, the General Department of Politics of the Vietnam People's Army, and delegates representing Party committees attending the congress.

Opening the morning session, the congress listened to discussions and contributions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress.

Then, General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, on behalf of the Presidium, concluded the content of the draft documents of the Central Committee to be submitted to the 14th National Party Congress.

In conclusion, after a period of serious, responsible, enthusiastic, democratic and frank discussion, the congress had more than 100 opinions in groups and many opinions directly discussed at the congress, as well as written opinions contributing to the draft of 3 documents of the Central Committee to be submitted to the 14th National Party Congress.

All the presentations were invested with time, effort, intelligence, and thorough research of theoretical and practical issues, demonstrating the high political responsibility of the delegates attending the congress.

All opinions focused on the most important contents, key issues, new, core, practical issues that are of interest to the entire Party, people and army.

The Congress affirmed: The draft documents submitted to the 14th National Party Congress are the crystallization of the wisdom of the entire Party, people and army; they are a high expression of the will, aspirations and desire to develop the country in the new era. The Congress highly agreed with the draft documents; at the same time, it proposed to supplement and deepen a number of important contents, stemming from the practical requirements of the cause of building and defending the Fatherland in the new period.

Regarding specific contents, opinions at the congress were in high agreement with the draft Political Report and affirmed that the draft report has a tight and scientific structure; concise and highly generalized content, demonstrating the vision and strategic thinking of the Central Committee, with many important decisions, meeting the requirements of national development in the new period.

Along with that, opinions also highly agreed on the main tasks, goals, and targets for socio-economic development; important projects and works for the 2026-2030 period, with a vision to 2045, identified in the draft Action Program.

Regarding the draft report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years, the discussions were highly unanimous, affirming that the draft report honestly, objectively, and comprehensively reflects the great achievements of historical significance and of the times in the renovation process. The opinions emphasized that over the past 40 years of renovation, the Party's awareness and theoretical thinking on national defense, security, and national protection have developed and are increasingly perfected.

Regarding the draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter, the comments highly agreed with the structure, approach, and presentation of the draft and affirmed: The draft report objectively and comprehensively assesses the results achieved, the limitations, difficulties, and inadequacies in the process of implementing the Party Charter...

General Trinh Van Quyet, on behalf of the Presidium, chaired the discussion and contributed opinions to the draft Central documents to be submitted to the 14th National Party Congress.

In his closing speech at the congress, General Secretary To Lam, Secretary of the Central Military Commission, affirmed: After a period of urgent and serious work with the spirit of "Solidarity - Democracy - Discipline - Steadfastness - Breakthrough - Development" and a high sense of responsibility, the 12th Congress of the Party Committee of the Army, term 2025 - 2030, has completed all the contents and programs set out.

The congress focused on democratic, lively and frank discussions, and contributed many ideas to the draft documents of the Central Military Commission to the congress. Thereby, it affirmed that in recent years, under the absolute and direct leadership of the Party in all aspects, the centralized and unified management and administration of the State, the Party Committee of the Army has led the entire army to achieve many outstanding achievements in many fields, including breakthrough development fields.

The Congress unanimously approved the Political Report, Action Program, Review Report of the Central Military Commission submitted to the Congress, Resolution on leadership in implementing military and defense tasks and building the Army Party Committee for the 2025-2030 term with the consensus of 100% of the delegates attending. The Congress selected and elected a delegation of 45 comrades and ex-officio delegates representing the Army Party Committee to attend the 14th National Congress of the Party. Along with that, many valuable opinions were contributed to the documents of the Central Committee submitted to the 14th National Congress of the Party with the addition and clarification of both theory and practice on many important issues.

General Secretary To Lam, Secretary of the Central Military Commission, emphasized that the policies and decisions adopted by the congress are important orientations for the Party Committee of the Army and the entire army to strive to build a clean, strong, exemplary, and representative Party Committee of the Army, build a revolutionary, disciplined, elite, and modern People's Army; enhance national defense strength, firmly protect the independence, sovereignty, unity, and territorial integrity of the Socialist Republic of Vietnam, and contribute to building a peaceful, prosperous, prosperous, civilized, and happy country, steadily advancing toward socialism.

Along with that, urgently complete and promulgate action programs and plans at each level, systematically implement the Resolution of the 12th Military Party Congress; immediately put the resolution into life, make the resolution truly vital, ensure that the policies and decisions of the congress are quickly realized in reality with the best, most vivid and most effective results.

Speaking at the closing session of the congress, General Phan Van Giang respectfully thanked General Secretary To Lam, Secretary of the Central Military Commission, for his special sentiments; affirmed that the Central Military Commission will thoroughly grasp the General Secretary's direction and immediately after the congress will quickly complete and issue an Action Program to implement the congress' Resolution, promptly and successfully carry out the goals and tasks set out by the congress.

In the third official working day program, at the closing session, the Military Party Delegation attending the 14th National Party Congress, including 45 official delegates, 3 alternate delegates and 16 ex-officio delegates currently working in the Military, introduced themselves to the congress.
