President Luong Cuong affirmed this while speaking at the Ceremony commemorating Vietnamese Teachers' Day on November 20th and the 8th National Emulation Congress of the Education Sector – held on the morning of November 17th at Hanoi Pedagogical University.
A remarkable leap forward in education.
With the philosophy that "an ignorant nation is a weak nation," from the very beginning of the nation's founding, President Ho Chi Minh affirmed that "fighting hunger, fighting illiteracy, and fighting foreign invaders" were the three central tasks of the Government and the people. He placed education in a special position in the national development strategy.
The President emphasized that from the popular literacy movement to classrooms amidst enemy bombs and bullets; from blackboards and chalk to today's technological lecture halls, the flame of dedication, sacrifice, and passion for the profession of generations of teachers has never been extinguished.
Thanks to the dedication, resilience, and creativity of the teaching staff – who have played a particularly important role in contributing to the remarkable progress in the country's education system and the great, historically significant achievements that have enabled our country to have the foundation, potential, position, and international prestige it has today, allowing Vietnam to steadily advance on the path of reform and integration, building a strong and prosperous nation.
With the philosophy that "an illiterate nation is a weak nation," Uncle Ho issued a call to the entire nation to combat illiteracy. For the miraculous development of the nation, the achievement of eradicating illiteracy was the first and most fundamental foundation upon which the Vietnamese revolution rose to conquer new heights, achieving one victory after another, liberating the nation, unifying the country, and building and defending the Fatherland.
"We will forever remember, cherish, and be grateful for the contributions of the veteran teachers, the 'soldier teachers' who bravely sacrificed themselves for the independence and freedom of the Fatherland," the President expressed, acknowledging that generations of teachers across the country have always devoted their lives and sacrificed their blood for the cause of national education.
The Party and the State have always stood alongside parents, creating the best conditions for students to continue and develop the nation's tradition of studiousness, for a strong and humane Vietnam in the future.

Innovation and improvement in the quality of education are urgent requirements.
Inheriting and building upon the great achievements of the patriotic emulation movement initiated by President Ho Chi Minh, President Luong Cuong acknowledged that, in recent years, the patriotic emulation movement in the education sector has made new strides.
If the traditional theme of "competing to teach well and learn well" is still relevant today, the emulation movement has expanded and been innovated with many practical contents such as: "Every teacher is a role model of morality, self-learning, and creativity," and "innovation and creativity in teaching and learning," which have created a competitive spirit throughout the entire sector, bringing about many effective initiatives and models. More recently, the movement "building happy schools and active students" is becoming a humane trend, helping each school become a place that nurtures intellect and soul.
The President acknowledged that the National Emulation Congress of the Education sector is not only an opportunity to honor achievements, but also a great source of spiritual encouragement, inspiring confidence, pride, aspirations, and the will to strive for excellence in every teacher, staff member, student, and trainee in the education sector.
On behalf of the Party and State leaders, the President acknowledged, highly appreciated, and commended more than 300 outstanding individuals representing millions of teachers and education administrators who attended today's ceremony.
On the occasion of Vietnamese Teachers' Day, November 20th, the President of Vietnam sends congratulations and gratitude to teachers who have been awarded the titles of Hero of Labor, National Emulation Fighter, People's Teacher, and Excellent Teacher; those who have always been at the forefront of emulation movements, dedicated to their profession, loving their students, possessing outstanding pedagogical talent, and trusted and respected by their students, colleagues, and the people; and extends sincere and profound thanks and best wishes to all generations of teachers nationwide.
While proud of the great achievements of Vietnamese education, the President urged a frank and accurate assessment of the difficulties and limitations in order to continue striving for even greater progress.
Innovating and improving the quality of education is an urgent requirement and of particular importance in the strategic vision for national development, demanding perseverance and determination "for the sake of the century-long endeavor of cultivating human resources."

8 key tasks
With a spirit of unity, creativity, and innovation, the President urged the education sector to continue to build on its strengths, overcome weaknesses, and focus on effectively implementing several key tasks:
Firstly, we must continue to thoroughly understand the Party's guidelines, policies, and viewpoints, and President Ho Chi Minh's thoughts on education and training, most recently the Politburo's Resolution No. 71-NQ/TW on breakthroughs in education and training development.
At the same time, focus on perfecting legal regulations to promptly remove bottlenecks and obstacles in institutions, mechanisms, and policies; promote innovation and foster the development of education and training.
Promote decentralization and delegation of power, coupled with resource allocation, and strengthen the autonomy and accountability of educational institutions, while ensuring effective inspection and supervision. Build an open and interconnected education system, promote lifelong learning, and create a learning society.

Secondly, effectively implement the Law on Teachers, and develop appropriate policies to mobilize talented individuals outside the teaching staff to participate in teaching and training in educational institutions. Persistently build a school culture, a culture of quality, practical learning, and practical skills, coupled with the exemplary role of the teaching staff.
Thirdly, we must strengthen comprehensive education in morality, intellect, physical fitness, and aesthetics, forming a system of values for Vietnamese people in the new era. According to the President, the first and most important thing in education is moral education; "nurturing people" must begin with character, followed by education in knowledge and skills.
This includes clearly defining the roles, responsibilities, and coordination mechanisms between families, schools, and society in educating Vietnamese people's ethics, character, and standard values; and emphasizing the responsibility of state management agencies, Party committees, and local governments at all levels.
Fourth, promote comprehensive digital transformation, widely disseminate and strongly apply digital technology and artificial intelligence in education and training; and at the same time develop a national education and human resource information system, connecting it with the labor market and employment information system and integrating scientific, technological, and innovation information from educational institutions.
Fifth, modernize vocational education, creating a breakthrough in developing a highly skilled workforce. Along with this, reorganize vocational education institutions to ensure efficiency, meet national standards, and reach international levels.
Sixth , modernize and upgrade higher education, create breakthroughs in developing high-skilled human resources and talent, and lead research and innovation. Implement the restructuring of higher education institutions; merge or dissolve substandard higher education institutions; resolutely eliminate intermediate levels, ensuring streamlined, unified, and effective governance.
In addition, it is necessary to invest in modernizing technical infrastructure and expanding development space to enable higher education institutions to operate effectively; strongly innovate training programs according to international standards; and at the same time, link training activities with research, development of science and technology, innovation, and national digital transformation.
Seventh, continue to strengthen cooperation and deep international integration in education and training. Promote negotiations and signing of agreements and treaties on cooperation in education, training, science, and technology; proactively participate in international organizations that ensure quality and develop education.
Eighth, continue to lead, direct, and effectively organize the implementation of Directive No. 41 dated February 26, 2024, of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation.
This will create motivation and encourage the successful completion of the political tasks of agencies and units, contributing to further improving the quality and effectiveness of education and training, striving to achieve the goal of Vietnam having a modern, equitable, and high-quality national education system, ranking among the top 20 countries in the world by 2045.

On this occasion, on behalf of the Party and State leaders, President Luong Cuong cordially sends his warmest greetings and best wishes to all generations of teachers, cadres, and staff in the education sector throughout the country, and to the more than 300 outstanding individuals present today.
The President also expressed his deep gratitude to generations of teachers for their immense, silent, yet incredibly noble contributions to the cause of "sowing knowledge and cultivating people" of our nation. The President also thanked countries, international organizations, and socio-political organizations that have been cooperating with and assisting Vietnam's education sector.
The President sent his best wishes to students and expressed his hope that they would continue to uphold the nation's tradition of studiousness, strive to study and train themselves to become future leaders, and contribute to building a prosperous, happy, and enduring country.
Expressing gratitude to President Luong Cuong for his profound sentiments, concern, and guidance towards the education and training sector, Minister Nguyen Kim Son affirmed that he would thoroughly understand and promise to fully and comprehensively implement the eight orientations, requirements, and tasks that the President had just assigned to educators in the coming period.
In particular, the eighth task, "by 2045, Vietnamese education must be among the top 20 most developed education systems in the world" - which is also a task identified and assigned to the education sector by the Politburo in Resolution 71 - is a significant responsibility and a challenge, but also a glorious task.
The entire education sector will strive to achieve this goal. Because, if the country wants to be among the top 20 most developed countries in the world by 2045, education cannot be excluded from that goal. The Minister hopes that all educators will make every effort to achieve the great goals entrusted by the Party, the State, and the People.
