In a series of emulation activities, to achieve achievements to celebrate the nation's major holidays, to celebrate the country's important events and to celebrate the 80th anniversary of the establishment of the Ministry of National Education (now the Ministry of Education and Training), today (November 17), at Hanoi National University of Education - one of the leading and key national pedagogical universities, which has trained tens of thousands of teachers and education experts, making important contributions to the country's education cause, the Ministry of Education and Training held the 43rd Anniversary of Vietnam Teachers' Day and the 8th Patriotic Emulation Congress.
This is a festival of the Education sector to honor teachers - those who directly do the teaching work, educational managers and those who support and care for learners in educational institutions.
On behalf of the leaders of the Ministry of Education and Training, Minister Nguyen Kim Son - Chairman of the Emulation and Reward Council of the Ministry of Education and Training, respectfully sends to President Luong Cuong, leaders of the Party and State, leaders of central departments, ministries and branches, distinguished guests, and all teachers, students present at the ceremony and in the entire education sector the best greetings and best wishes.
The Minister also congratulated more than 300 outstanding delegates, typical advanced models elected from the Advanced Model Conferences at all levels and typical advanced collectives and individuals in patriotic emulation movements, especially the emulation movement "Innovation and creativity in management, teaching and learning" in the period 2020 - 2025 to attend the Congress.
Patriotic emulation movements become practical and regular activities.
The Minister said: Imbued with the teachings of President Ho Chi Minh "Emulation is patriotism, patriotism requires emulation", after 80 years of striving to grow up, contributing to the development of the country, especially in the past 5 years, the Education sector has promoted the implementation of: Resolution of the 13th National Party Congress; Resolution 29 on fundamental and comprehensive innovation of education and training; Conclusion 91 on continuing to implement Resolution 29; Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 71 on breakthroughs in education and training development; Resolution on universalizing preschool education for children from 3 to 5 years old, the policy of building 248 boarding schools in border communes; actively perfecting new breakthrough policies on developing the teaching staff to implement the Law on Teachers, ... and many other new policies with many efforts and determination to contribute to emulation to follow Uncle Ho's teachings.
Over the years, patriotic emulation movements have become practical and regular activities throughout the industry. There are emulation movements that have been throughout the development process of the industry, namely: emulation "Good teaching, Good learning"; emulation "Innovation and creativity in management, teaching and learning".
The Education sector has actively and effectively implemented emulation movements launched by the Prime Minister: "The whole country joins hands to build new rural areas"; "The whole country joins hands for the poor, leaving no one behind"; "Eliminate temporary and dilapidated houses"; "Promote the development of synchronous and modern infrastructure; practice thrift and combat waste"; "The whole country competes in innovation and digital transformation" and "Digital education for all".
In particular, the movement "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030". This is an important strategy of the Government and the Education sector, launched by the Prime Minister. This movement is not only a competition but also an upgrade in awareness and action for the construction of a learning society, which has been implemented through many previous stages (since 2005). Thereby, many typical advanced examples of the sector have been honored and rewarded.
In the recent period, we have had a very special emulation movement. When the whole country responded to the Covid-19 pandemic, the Prime Minister launched the special emulation movement "The whole country unites, joins hands, and competes to prevent and defeat the Covid-19 pandemic".
The Ministry of Education and Training has deployed tasks and solutions to organize safe teaching and learning, ensure the curriculum and quality goals of education and training, respond to the Covid-19 epidemic, and guide educational institutions to proactively and flexibly develop school education plans suitable to the epidemic situation in the locality.
Fundamental changes in education at all levels
According to the Minister, one of the outstanding results in the past 5 years at the general education level is that the education sector has completed the implementation cycle of the new general education program 2018, in which there is a strong shift from knowledge-based education to developing learners' capacity. Up to this point, the important goals of the program implementation have been completed, creating fundamental changes in general education.
During the past time, in the excellent student competitions, especially in the international Olympic competitions, we have always maintained our position in the top 10 countries with the best exam results in the world. There are teams, groups, and subjects that have reached the top 5 and top 3 countries with the best exam results in the world. The national excellent student competitions and participation in international competitions have increasingly been innovated and achieved many positive results. This shows the efforts of the whole industry and the capacity of Vietnamese high school students.
Higher education has also made progress, with many universities appearing in prestigious rankings around the world. Some schools and training programs are in the top 150 in Asia. Many new training programs and new fields, especially in new cutting-edge engineering technology, have been implemented.
Vietnam's vocational education has been integrating more and more deeply and widely in the region and the world through the organization and participation in national vocational skills competitions, ASEAN and world vocational skills competitions with increasingly high scale and results. Vietnam has formed a team of vocational educators, vocational skills experts, and vocational skills ambassadors of national, regional and international level throughout the country.
Over the past 5 years, the Party and the State have paid special attention to policies for teachers. Many policy mechanisms have been established, especially the Law on Teachers passed by the National Assembly, in which the development of the teaching staff is the focus and goal. The teaching staff has become more secure, excited and committed to the profession.
It is encouraging that more candidates are applying to pedagogical majors and the scores for pedagogical colleges are among the highest as in recent years. This is a positive change in the depth of developing the teaching force, towards the future of the industry and the nation.
Increasing learning opportunities and lifelong learning for people and building a learning society have also promoted the scale of the entire education and training system to increase sharply in recent years. The work of encouraging learning and talent has achieved good results, the movement to build a community learning model has developed strongly. The work of eliminating illiteracy has achieved good results.
Positive, spreading impact from outstanding groups and individuals
According to the Minister, over the past 5 years, the typical advanced examples in the education sector are groups and individuals with outstanding achievements, recognized through patriotic emulation movements. These are examples of "good people, good deeds" in management, teaching, learning, scientific research, having positive and widespread impacts in the community and society. The excellence, dedication, and creativity of typical groups and individuals, some of whom are present at today's event, have contributed very positively to the development of educational institutions and the entire sector.
Over the past 5 years, many groups and individuals in the education sector have been honored to receive awards from the President.
In which, the First Class Labor Medal was awarded to the Ministry of Education and Training, the Second Class Independence Medal to 1 individual, the Third Class Independence Medal to 1 individual and many Labor Medals of various classes; The Prime Minister signed a decision to award the Government's Emulation Flag to 37 collectives, the National Emulation Fighter to 15 individuals, and the Prime Minister's Certificate of Merit to 48 collectives and 269 individuals.
In the 15th awarding round - 2020, the President decided to confer the title of People's Teacher to 18 and Meritorious Teacher to 919; in the 16th awarding round - 2023, the President decided to confer the title of People's Teacher to 21 teachers, Meritorious Teacher to 1,167 teachers, along with many other emulation titles and forms of commendation to teachers.
"To achieve today's achievements, over the past 80 years, the education sector has always received special attention from the Party, the State, the Government, and the entire people and has been oriented as a strategic breakthrough, a top national policy with the important task of developing people, training human resources and nurturing talents to serve the country's development.
On behalf of the education sector, I would like to express my sincere thanks for the leadership and attention of the Party, State, Government, Vietnam Fatherland Front, organizations, agencies, ministries and branches; the active and effective coordination of the Vietnam Association for Promoting Education and many other organizations and associations; the attention, care, investment and support of the whole society, the help of friends from all over the world, and international organizations for Vietnam's education," the Minister shared.
Never before has education and training had such a position, been given such a mission, and been cared for as it is today.
The Minister commented: This year's November 20th celebration has many special features. The Education and Training sector has never had such a position, been entrusted with a mission and received such care as it does today. Education and Training is identified as the top national policy, deciding the future of the nation. Teachers are considered the driving force for educational development, the decisive factor in the quality of education. Many new policies have been issued by the Party and the State to develop the teaching staff. That is a great joy, an encouragement for those working in education.
This year, for the first time, the teaching profession has been institutionalized by the Teachers Law. From the past to the present, the teaching profession has been honored as a noble profession, respecting teachers is a traditional value. Up to now, with the promulgation of the Teachers Law, the promotion of educators, the development of the teaching staff, the responsibilities and obligations of teachers, the protection of teachers... have been legalized. Ethics, culture, and customs have now been codified, creating legitimacy, sustainability, and transparency for the teaching profession. This is an honor and a legal condition for teachers to promote their social role.
Addressing the team, the Minister shared: The Party, the State, society, parents, and all students honor our teachers and give us good feelings, respect, love, gratitude, and admiration. On our part, we also need to do what is worthy. We teachers also need to be grateful to society for bringing nobility to our profession. We need to have a response worthy of that trust, care, and expectation.
All teachers need to strive to cultivate, practice, and study continuously to always be a shining example for students to follow; bright enough to radiate and guide students; valuable enough to inspire and persuade; especially exemplary in personality, spirit of learning and creativity, love, and justice.
"With the good tradition and with what teachers are striving for, I deeply believe that we will do well. I wish teachers always good health, always happy with their personal lives, with their careers, happy with each lesson plan, with each class hour and happy every minute with their students and their teaching work," the Minister said.
