The President said that with the philosophy of "an ignorant nation is a weak nation", right from the early days of the nation's founding, President Ho Chi Minh affirmed that "fighting hunger, illiteracy and foreign invaders" were three key tasks of the Government and people. He placed education in a special position in the national construction strategy.
From the mass education movement to classrooms amidst enemy bombs and bullets, from blackboards and chalk to today's technological lecture halls - the flame of dedication, sacrifice, and passion for the profession of generations of teachers has never been extinguished.
According to the President, thanks to the dedication, resilience and creativity of the teaching staff - those who play a particularly important role in making great strides in the country's education and contributing to great achievements of historical significance, our country has the foundation, potential, position and international prestige it has today, so that Vietnam can firmly move forward on the path of innovation and integration, building a rich and prosperous country.
" The Party and State have always accompanied parents, creating the best conditions for students who are continuing and promoting the nation's tradition of studiousness, for a strong and humane Vietnam in the future ," President Luong Cuong affirmed.
Expressing pride in the great achievements of Vietnamese education, the President said that it is necessary to be frank and correctly recognize the difficulties and limitations in order to continue to grow stronger. Innovation and improvement of education quality is an urgent requirement, of special importance in the strategic vision of national development, requiring perseverance and determination "For the hundred-year cause of cultivating people".
In the spirit of solidarity, creativity and innovation, the President requested the education sector to continue promoting its strengths, overcoming its limitations, and focusing on implementing a number of key tasks.
First, the President requested to continue to thoroughly grasp the Party's guidelines, policies, and viewpoints, Uncle Ho's thoughts on education and training, and most recently Resolution No. 71 of the Politburo; focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms, and policies; promote innovation and create development in education and training.
The education sector needs to promote decentralization and delegation of authority in conjunction with resource allocation, enhance autonomy and self-responsibility of educational institutions in conjunction with effective inspection and supervision. Build an open and interconnected education system, promote lifelong learning and build a learning society.
In addition, the President noted the effective implementation of the Law on Teachers, and the development of appropriate policies to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions. Persistently building a school culture, a culture of quality, practical learning, and practical work associated with the responsibility of setting an example for the teaching staff.
" Strengthening comprehensive education in morality, intelligence, physical fitness and aesthetics, forming a system of values for Vietnamese people in the new era. In my opinion, the first important thing in education is moral education. Cultivating people must start with personality, then education on knowledge and skills. It is necessary to clearly define the roles, responsibilities and coordination mechanisms between family, school and society in educating morality, personality and the system of standard values for Vietnamese people; promoting the responsibility of state management agencies, party committees at all levels and local authorities ," said the President.
The next task of the education sector as set out by the President is to promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training; develop the national education and human resources information system, connect with the labor market and employment information system and integrate scientific, technological and innovation information of educational institutions.
At the same time, the industry needs to modernize vocational education, create a breakthrough in developing highly skilled human resources; rearrange and reorganize vocational education facilities to ensure they are streamlined, effective, meet national standards and reach international standards.
According to the President, university education must be modernized, upgraded, and made breakthroughs in developing highly qualified human resources and talents, leading research and innovation.
" Deploy the arrangement and restructuring of higher education institutions; merge and dissolve substandard higher education institutions; resolutely eliminate intermediate levels, ensure streamlined, unified and effective governance. Invest in modernizing technical infrastructure, expand development space for higher education institutions to operate effectively; strongly innovate training programs according to international standards; link training activities with research, development of science and technology, innovation, and national digital transformation," the President emphasized.
The President also noted the need to continue promoting cooperation and deep international integration in education and training. Promoting negotiations and signing agreements and treaties on cooperation in education, training, science and technology; proactively participating in organizations to ensure quality and develop international education.
The President expects the education sector to strive to achieve the goal of Vietnam having a modern, equitable and high-quality national education system, ranking among the top 20 countries in the world by 2045.
