On the evening of November 17, continuing the 51st Session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the investment policy of the National Target Program on Modernization and Improvement of the Quality of Education and Training (GD-DT) for the 2026-2035 period.

The Government 's summary report was presented by Minister of Education and Training Nguyen Kim Son. Accordingly, the Program will be implemented nationwide within 10 years. The total resources mobilized for implementation in the 2026-2035 period are about VND 580,133 billion, of which the central budget is about VND 349,113 billion (accounting for 60.2%); the local budget is VND 115,773 billion; the rest is counterpart capital from vocational training institutions, universities and other legally mobilized sources.
The aim is to standardize and comprehensively modernize the education and training system, create a fundamental and strong shift in the quality of education and training; expand learning opportunities for all people, ensure fairness in access to education, the right to lifelong learning; increasingly better meet the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology , innovation and digital transformation.
Regarding specific goals, Minister Nguyen Kim Son said that by 2030, he will strive to achieve 4 groups of goals. In particular, with the group of goals for investment in higher education institutions, the Government aims to invest in modernizing about 8 key public higher education institutions to be among the top 200 universities in Asia and at least 1 public higher education institution to be among the top 100 universities in the world in some key areas by 2030.
By 2035, the Program aims to invest in building 100% of preschool and general education facilities that meet standards in terms of facilities; 100% of preschool and general education facilities have sufficient teaching equipment to implement English as a second language in schools.
For general education, the program strives for 50% of facilities to build an ecosystem to nurture talents, create an environment to discover and nurture gifted students, and support participation in science and technology projects and creative startups. Students are encouraged to develop comprehensively, with at least 70% participating in sports, cultural and artistic activities and 50% participating in community service projects, contributing to the formation of qualities, capacities and social responsibilities.
Summary report of the Preliminary Review Report presented by Chairman of the Committee on Culture and Society Nguyen Dac Vinh. Accordingly, the Standing Committee of the Committee on Culture and Society agreed on the necessity of investing in the Program to institutionalize the Party's policy on development and fundamental and comprehensive innovation of education and training. The Program dossier was fully and elaborately prepared; ensuring compliance with the regulations on national target programs under the Law on Public Investment.
The Standing Committee of the Culture and Social Affairs Committee recognized that the common goal needs to focus on two major issues: comprehensively modernizing the national education system, creating fundamental and strong changes in the quality of education and training; and ensuring fairness in access to education.
Regarding specific goals, the Standing Committee of the Committee proposed to carefully study and calculate the conditions to ensure feasibility in order to consider the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education institutions implementing English as the second language in schools (including facilities and supply of teachers to teach subjects in English).
