Promoting human factors

On the morning of November 17 in Ho Chi Minh City, the national scientific conference "Orientation for research, education and ensuring and protecting human rights in the new era of the nation" took place in Ho Chi Minh City with the participation of 350 delegates.

The workshop was organized by the Ho Chi Minh National Academy of Politics in coordination with the Ministry of Public Security and the Ho Chi Minh City Party Committee.

In his opening speech, Prof. Dr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics emphasized that promoting the human factor and ensuring human rights always hold a core position and are the ultimate goal in every national development strategy.

According to Professor Nguyen Xuan Thang, the idea of ​​taking people as the root is the foundation to continue perfecting the theory of human rights in Vietnam in the new context.

He suggested that delegates focus on clarifying three major orientations: theoretical research, human rights education, and ensuring and protecting human rights in practice.

When analyzing global trends, Professor Nguyen Xuan Thang pointed out that new challenges such as cyber security, personal data rights, artificial intelligence, migration, climate change, etc. are changing the scope and content of human rights.

"Therefore, it is necessary to continue perfecting institutions, building digital social contracts, enhancing the responsibility of grassroots authorities and better protecting vulnerable groups," said Prof. Dr. Nguyen Xuan Thang.

From a local perspective, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee stated that in recent times, Ho Chi Minh City has been focusing on taking care of people's health in a synchronous manner, promoting the socialization of the health sector, investing in developing facilities and equipment to meet the increasing needs of the people.

Social security policies are effectively implemented, aiming to ensure that all people have access to basic services, from education, healthcare to social welfare.

Vocational training and job creation continue to receive attention, contributing to improving the qualifications of staff and creating conditions for workers to have opportunities to develop their family economy and stabilize their lives.

Ho Chi Minh City also aims to provide comprehensive care for children, ensuring that 100% of children and their families have access to information and skills to care for and nurture them both physically and mentally. People's quality of life is constantly improving, gradually creating a more civilized and modern living environment.

"Inheriting the tradition of solidarity, dynamism and creativity, Ho Chi Minh City is determined to realize the goal set by the City Party Congress: to build a civilized and modern city, becoming a center of innovation, strong development, and proactive international integration.

The city aims for a better living environment, where every citizen has the opportunity to develop comprehensively, is fully cared for in terms of health, education, social security and no one is left behind in the development process," Mr. Tran Luu Quang emphasized.

The discussion at the workshop recorded many profound recommendations such as linking human rights with sustainable development and digital transformation; innovating the goals and methods of human rights education; perfecting the mechanism to protect the rights of women, children, people with disabilities, and ethnic minorities; strengthening the role of social and press supervision; and improving the enforcement capacity of grassroots authorities.

Human rights education becomes a cross-cutting axis

At the workshop, Deputy Minister of Education and Training Nguyen Van Phuc said that after nearly 8 years of implementing Decision 1309/QD-TTg, the inclusion of human rights content in the national education system has achieved many important results.

According to Deputy Minister Nguyen Van Phuc, in the 2018 General Education Program, human rights content is systematically integrated into subjects such as Ethics, Civic Education, Economic and Legal Education, as well as experiential activities.

All three levels of primary, secondary and high schools are implemented consistently, creating a foundation for students to access, understand and apply human rights values ​​right from school.

At the same time, the Ministry of Education and Training, in collaboration with the Ho Chi Minh National Academy of Politics, has expanded many training courses for teachers. Thanks to this, the teaching staff has been equipped with appropriate knowledge, skills and teaching methods, ensuring the consistency of human rights education content nationwide.

Since 2020, the Ministry of Education and Training has continued to improve the system of learning materials and reference materials serving human rights education in general schools.

For higher education, the Ministry of Education and Training has issued requirements to integrate knowledge of human rights into appropriate training programs.

Higher education institutions base on curriculum standards to develop courses and human rights education content related to each industry and training field, and at the same time prepare to implement new regulations on output standards related to this field.

Deputy Minister Nguyen Van Phuc affirmed that the right to education is a basic human right and that Vietnam has recently done very well in achieving the goal of ensuring fairness and equality in access to education.

Vietnam is currently one of the leading countries in Southeast Asia in universalizing preschool education for 5-year-old children. The education sector is also expanding universalization to the 3-4 year-old group.

At the primary level, Vietnam has completed universalization; the lower secondary level has achieved a high universalization rate and the whole system is continuing to move towards the goal of increasing general education coverage to the highest level.

Support policies for students in disadvantaged areas, ethnic minority areas, border areas, etc. have been implemented synchronously and performed very well, helping to narrow the gap in access to education and ensuring that no one is left behind.

Along with that, many new policies for students under policy, as well as scholarship and financial support mechanisms for university level, are continuing to be perfected.

Concluding his presentation, Deputy Minister Nguyen Van Phuc emphasized that Vietnam has clearly demonstrated its strong commitment to ensuring human rights through education.

Project 1309 will continue to be implemented more fully, extensively and effectively in the coming time, becoming an important foundation for building a culture of human rights in Vietnamese society.
