At a meeting with secondary schools to discuss professional content for the 2025-2026 school year, Deputy Director of the Hanoi Department of Education and Training Pham Quoc Toan shared that this year the locality has a large number of schools with 2,954 preschools and primary and secondary schools at all levels.
Following the reorganization of local government into two levels, the commune-level government manages preschools , primary schools, secondary schools, and community learning centers within its jurisdiction.

According to Mr. Toan, in addition to the advantages, Hanoi's education sector faces many difficulties and challenges.
Firstly, some current legal regulations are inconsistent, particularly in clearly defining the authority between the Department of Education and Training and the People's Committee at the commune level.
Secondly, the number of civil servants in charge of education at the commune level is limited, and they often have multiple responsibilities; many commune-level officials have not received formal training in education or do not have the right specialization. In Hanoi, only 61% of commune-level officials in charge of education have specialized training.
Following the reorganization, some educational institutions have main and separate locations; the software management systems between educational institutions and commune-level People's Committees have not yet been interconnected; the management, inspection, and supervision of nearly 3,000 educational institutions in the area face significant pressure in terms of human resources and time due to the absence of intermediate support levels...
However, Hanoi requires schools to enhance their spirit and responsibility, and to achieve good teaching results. Besides teaching knowledge, emphasis should be placed on moral education and life skills.
The Deputy Director of the Department of Education and Training requested that schools strengthen the application of information technology, diversify the forms of organizing integrated educational activities to develop students' skills; promote STEM education, digital skills, artificial intelligence (AI), and complete 100% digital report cards at the lower secondary level.
There are plans to implement career guidance and student streaming after lower secondary school; improve the quality of English language teaching and gradually make English the second language in schools…
According to Mr. Toan, during this school year, the Hanoi Department of Education and Training will continue to strictly manage extracurricular tutoring in accordance with the regulations in Circular 29 of the Ministry of Education and Training . They will also develop plans to mobilize and effectively utilize resources to organize two-session-per-day teaching at educational institutions that meet the necessary conditions.
The education sector will also continue to innovate in the 10th grade entrance exam and admissions process according to the 2018 General Education Program, emphasizing the assurance of the matrix, structure, format, and sample questions previously announced by the Department.
For the new school year, the leaders of the Hanoi Department of Education and Training also requested that school administrators and teachers correctly understand and flexibly and effectively apply the current curriculum and textbooks.
