Since the reorganization of the province and the implementation of the two-level local government model, administrative reform, especially administrative procedure reform, has been vigorously implemented by the Department of Education and Training of Tuyen Quang. In September and October, the Index of Direction, Administration and Service Quality Evaluation of the Department of Education and Training of Tuyen Quang continuously reached very high levels (September reached 93.44%, ranked 2nd; October reached 92.8%, ranked 1st among the Departments and Branches). This affirms the leadership of the Education sector in standardizing and modernizing public services and shortening administrative procedures.
However, despite the great achievements thanks to the streamlined apparatus and enhanced digital transformation, the discussion also frankly pointed out the remaining challenges. That is the completion of the legal framework, specific financial mechanisms and adequate regimes and policies for officials working in administrative reform and digital transformation, who are the core force in maintaining and improving service quality.
Paying special attention to the spirit of the Prime Minister 's Official Dispatches 187/CD-TTg and 201/CD-TTg, the work of reviewing and simplifying administrative procedures of the Department of Education and Training of Tuyen Quang has been implemented in a drastic and creative manner.
With a total of 221 administrative procedures under its authority that have been reviewed, the Education sector has set an ambitious goal: 100% of reviewed administrative procedures have proposed solutions to shorten the processing time by at least 30%.

Accordingly, the Department of Education and Training of Tuyen Quang proposed to completely abolish the requirement to submit copies/photocopies of documents for organizations and individuals. Instead of requiring people to provide notarized documents, State agencies will switch to the mechanism of Data Exploitation/Lookup through connection with the National Population Database or the Business Registration Portal, requiring people to only declare their identification number or business code.
In addition, the digitization and elimination of paper records are also thoroughly implemented within the industry, such as completing the Electronic Student Records and digitizing the school transfer process, replacing the resubmission of approved documents with a Request Document or Commitment Letter. At the same time, the integration of the online fee payment portal and the issuance of digitally signed Decisions/Results via the Public Service Portal have completed the public service cycle in the electronic environment.
Promoting comprehensive digital administration
To consolidate and promote the achieved results, the Department of Education and Training of Tuyen Quang proposed a series of core solutions for the coming time, with a high focus on three main pillars: Legal, Technology and Resources.

In terms of law, it is recommended that the Provincial People's Committee soon issue a Decision approving the simplification plan for a total of 222 administrative procedures of the sector. The formalization of the goal of reducing the processing time by at least 30% will create a solid legal basis for implementation. At the same time, review and propose to abolish administrative procedures that have not generated records in the past three years to streamline the management list.
Regarding technology and data, the Education sector is committed to thoroughly implementing a synchronous data lookup and authentication mechanism to completely eliminate the requirement to submit copies/photocopies of documents. The completion and thorough application of the Electronic Student Records (Digital Transcripts) will be the key to completely digitizing internal administrative procedures such as school transfers. The ultimate goal is to ensure that 100% of administrative procedure results are digitally signed and returned via the Public Service Portal.
Finally, the human factor and resources are indispensable. The Department of Education and Training recommends that the Provincial People's Committee allocate stable and specific financial resources for administrative reform and digital transformation. In particular, the proposal to apply appropriate reward and treatment policies for the staff of administrative procedures is very necessary to maintain and improve service quality, aiming to maintain the Service Quality Index above 95%.
