Spreading practical and effective models

In the midst of the storm, officers and soldiers of Squadron 102, Coast Guard Region 1 always face storms, dangers and sophisticated tricks of criminals at sea, requiring each soldier to be mentally strong, have a firm grasp of the law and have the skills to handle situations. From that practical requirement, the unit has deployed many creative models, notably the Military Psychological-Legal Advisory Group, with the core members being political officers, grassroots youth union secretaries and soldiers with a good understanding of the law, responsible for grasping the ideology, advising and supporting the soldiers in resolving legal-psychological difficulties. With a close and flexible approach, from direct personal consultation to democratic discussions related to real-life situations, youth union activities, and dissemination of "one law a day"... the model has truly touched the needs of soldiers, helping to significantly reduce disciplinary violations, while strengthening internal solidarity, building a healthy and humane military cultural environment.

Not only in the coastal area, but also for the youth of Military Region 4, the propaganda and legal dissemination are organized in a more practical and vivid way, closely linked to the training practices and soldiers' lives. Many visual forms of communication are applied synchronously such as: Mock trials, internal legal newsletters, online classes, short legal video clips, propaganda infographics... helping legal content enter life in a natural, easy-to-remember, easy-to-apply way.

Leaders of the General Department of Politics and the General Staff awarded certificates of merit to collectives with outstanding achievements in deploying and implementing legal dissemination and education work to raise legal awareness for young people in the Army, period 2021-2025.

In particular, in early 2025, Military Region 4 organized a program to propagate new regulations on handling alcohol concentration violations and ensuring order and safety on roads in both direct and online forms, creating conditions for thousands of officers and soldiers at many points to access new legal information in a visual and vivid way. In addition, the movements: "One good Youth Union, two no, three training"; "Youth Union has no cadres and members violating discipline"; "Youth say no to disciplinary violations" and the models "One question - one answer every day"; "Learn one law every week" were maintained in order, contributing to forming the habit of voluntarily studying the law, understanding the law, and following the law. According to statistics, in the period of 2021-2025, the Military Region 4 organized more than 3,200 legal study and propaganda sessions, attracting more than 400,000 union members and youth; maintained 125 "Youth with the Law" forums, nearly 100 legal competitions and hundreds of creative models at the grassroots level.

The results achieved in Military Region 4, Squadron 102, along with the models deployed in many other units in the entire army, have contributed to creating a vivid overall picture, clearly demonstrating the efforts to innovate and the effectiveness of the work of disseminating and educating the law (PBGDPL) among the youth of the Army in recent times. From the practice in the units, it can be affirmed that: Propaganda and education of the law (PBGDPL) has truly "permeated" into life, becoming a regular content in the management and training of soldiers. Each model and each method of doing things aims at the common goal of raising awareness, political capacity, forming habits of living, studying and working according to the law and discipline for each officer and soldier. This is the important foundation to help the youth of the entire army maintain the qualities of Uncle Ho's soldiers, actively strive, practice, be ready to receive and complete well all assigned tasks.

Flexible and creative application of measures

Promoting the achieved results, the work of legal dissemination and education for youth in the Army in the coming time is determined to continue to be seriously, closely, practically and effectively implemented; flexibly and creatively applying forms and measures suitable to the practical situation of each agency, unit and locality; closely linked with the task of building a revolutionary, disciplined, elite and modern Army in the new situation.

Contributing opinions at the conference summarizing the work of disseminating and educating the law, raising legal awareness for Army youth in the period of 2021-2025, recently organized by the General Department of Politics of the Vietnam People's Army, Major General Nguyen Ngoc Ngan, Deputy Head of Political Department of Military Region 2, emphasized the requirement to put the work of disseminating and educating the law for Army youth "under the direct leadership and direction of Party committees, political commissars, commanders and political agencies at all levels". At the same time, it is necessary to continue to standardize the team of propagandists and reporters; boldly assign tasks to youth organizations; promote the application of digital transformation to form an online legal learning space, suitable for the number of young soldiers and dispersed units.

Major General Hoang Van Loi, Party Secretary and Political Commissar of the Armored Corps, said that propaganda and legal education must be closely linked to the implementation of central political tasks. According to him, in the coming time, agencies and units need to effectively maintain models that have affirmed their value; increase the organization of seminars, dialogues, and legal situation dramatization; and consider these activities as part of training in discipline and military style.

According to Lieutenant Colonel Nguyen Quang Huy, Head of the Army Youth Department, to further improve the effectiveness of propaganda and legal dissemination for Army youth in the coming period, it is necessary to focus on synchronous implementation of solutions. First of all, Party committees, commanders, political commissars, political officers and political agencies at all levels must strengthen leadership and direction, ensuring that this work is carried out regularly and systematically, closely linked with ideological management and discipline training. Along with that, units need to step up propaganda and promptly disseminate documents of the Party, State and Army; promote the vanguard role of the Youth Union, proactively fight against deviations and violations of discipline; diversify cultural, sports activities and revolutionary action movements of youth; review and replicate effective models; strongly apply digital transformation in propaganda; strengthen skills and professional training for Youth Union cadres and legal reporters; Regularly summarize and promptly reward outstanding groups and individuals.

The synchronous implementation of solutions will create a substantial change in the awareness of law observance and discipline of the youth of the entire army; helping each officer and soldier to improve their political capacity, master their behavior, and prevent violations right from the grassroots. When the law is correctly understood, strictly implemented, and becomes a daily routine, the military's cultural environment will be cleaner and more orderly, creating internal solidarity and ensuring safety in training and work. This is an important condition to contribute to building a strong, comprehensive, "exemplary, typical" unit, improving the overall quality and combat strength of the Army, meeting the requirements of protecting the Fatherland in the new situation.
