Synchronize solutions and achieve the highest possible level of state budget revenue collection.

On the morning of October 22nd, Comrade Nguyen Manh Tuan, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, held a working session with departments and agencies to hear reports on the results of implementing the State budget revenue collection plan for the first 10 months of 2025 and discuss solutions for implementing tasks in the remaining months of the year.

Over the past 10 months, thanks to the decisive direction of all levels and sectors, the task of collecting state budget revenue in the province has achieved positive results. The estimated revenue for the first 10 months of 2025 is 5,555 billion VND, reaching 91% of the target set by the Prime Minister and 62.5% of the target set by the Provincial People's Committee. Of this, domestic revenue is estimated at 4,937 billion VND, reaching 84% of the target set by the Prime Minister and 58% of the target set by the Provincial People's Committee.

Revenue sources that performed well included those from centrally-managed state-owned enterprises; the non-state economic sector; personal income tax; fees and charges; land and water lease fees; proceeds from the sale and lease of state-owned properties; and lottery revenue. Revenue sources that performed poorly included those from foreign-invested enterprises; environmental protection tax; non-agricultural land use tax; and mineral exploitation rights fees.

At the meeting, leaders of relevant departments and units discussed and frankly acknowledged existing shortcomings, thereby proposing solutions to overcome difficulties with the determination to strive to achieve the highest possible level of state budget revenue in 2025.

Speaking at the meeting, Comrade Nguyen Manh Tuan acknowledged the achievements in state budget revenue collection in the province. To achieve the state budget revenue collection target for 2025, all levels and sectors of the province, according to their functions, duties, and areas of management, need to focus on and strengthen coordination to overcome difficulties and obstacles in budget revenue collection. They should promptly advise the Provincial People's Committee on solutions to strengthen budget revenue management, combat revenue loss, and ensure accurate, sufficient, and timely collection; continue to review and exploit remaining revenue sources such as land revenue, e-commerce, and mineral exploitation; and focus on inspection and supervision of taxes, fees, and prices. They should also effectively implement administrative reforms, promote digital transformation, and implement electronic invoices.

In addition, departments, agencies, and localities should urge and accelerate the disbursement of public investment funds and key projects; review projects with land allocation and lease decisions that have not yet completed legal procedures to resolve obstacles and issues in order to increase budget revenue. They should also improve the payment and disbursement of funds; manage budget revenue and expenditure flexibly and effectively, contributing to achieving and exceeding the province's socio-economic development targets and goals in 2025.
