The Ministry of Finance has just issued a document reporting to the Prime Minister and Deputy Prime Minister Ho Duc Phoc on the progress of implementation and proposed adjustments to the deadline for completing the payment of regimes and policies for cadres, civil servants, public employees and workers who have quit their jobs according to Decree No. 178/2024/ND-CP on Policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system and Decree No. 67/2025/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP.

Accordingly, the Ministry of Finance proposed that the Prime Minister consider allowing ministries, central and local agencies to continue making payments no later than October 15, 2025, for those who had decided to retire before August 31, 2025 but have not yet received payment.
The proposal of the Ministry of Finance aims to ensure practicality in implementation, while still closely following the direction of the Politburo and Secretariat, contributing to stabilizing psychology and ensuring legitimate rights for beneficiaries of regimes and policies according to regulations of the Party and State.
According to Conclusion No. 195-KL/TW dated September 26, 2025 of the Politburo and Secretariat, the deadline for completing the payment of benefits for those who retire early and quit their jobs as prescribed in Decree 178 and Decree 67 is before October 15, 2025. In that spirit, the Prime Minister requested to speed up the payment progress, even shortening this deadline to before October 10, 2025 to ensure strict implementation of the Central Government's direction.
However, according to the report of the Ministry of Home Affairs, as of 12:00 on October 9, 2025, there were still 14,496 people eligible for payment but had not received the funds. Some ministries, branches and localities had only been supplemented with budget estimates from October 8-9, 2025, so they could not complete the allocation process, enter the estimates into Tabmis (Budget and Treasury Management Information System) and disburse through the State Treasury.
The Ministry of Finance is also submitting to the Government additional budget for some units such as Voice of Vietnam to pay benefits to employees at units that have ceased operations such as VTC Digital Television Station.
