Many expectations
In the spirit of Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly on the International Financial Center (IFC) in Vietnam, the strategy to build IFC in Ho Chi Minh City and Da Nang follows the IFC 2.0 model, a pioneering and different model.
IFC Vietnam is positioned with 3 strategic breakthroughs: Financial technology (Fintech); green finance and commodity/derivatives trading floor, which expands into new areas such as carbon credits, cultural and artistic products and precious metals, creating unique capital mobilization and asset valuation channels. Ms. Nguyen Truc Van, Director of the Center for Socio-Economic Simulation and Forecasting, Ho Chi Minh City Institute for Development Studies (HIDS), said that IFC Ho Chi Minh City (IFC - HCM) is expected to launch in December 2025, promising to become a center leading international capital flows.
To attract high-quality human resources and capital flows, a comprehensive incentive policy framework has been proposed, including specific mechanisms on foreign exchange, tax, and especially a 10-year visa policy for experts, managers, workers and their relatives. IFC is considering applying Common Law, establishing specialized courts and international arbitration, to increase transparency and protect the interests of foreign investors.
Ms. Vuong Van Anh, Senior Director of Strategy and Corporate Development at VinaCapital, emphasized that IFC 2.0 aims to attract long-term capital to address Vietnam's major challenges such as infrastructure modernization, energy transition and climate change resilience.
Vietnam is currently among the top 5 countries heavily affected by climate change, needing more than 300 billion USD in the next 10-15 years to invest in emission reduction programs. IFC - HCM is expected to become the center leading green capital of APEC, paving the way for sustainable development and clean energy projects.
Behind but not slow
Talking about the goal of bringing digital assets out of the "gray area" that IFC - HCM is aiming for, Mr. Alan Ang, Chairman of the Asia Blockchain Association, commented: To attract international capital, it is important to establish a clear legal framework, promote tokenization of the supply chain, finance SMEs and deploy digital product passports.
Ms. Nguyen Thanh Tuyen, CEO of Silver Lion Enterprise Impact, said that without qualified human resources, all preparations will be just on paper. Vietnam needs to learn from successful models, but must put technology at the center to build a breakthrough IFC model that is suitable for the market's characteristics.
The city and stakeholders need to set goals for IFC - HCM to operate with a clear development strategy, commit to governance reform, and affirm the city's position as not only a leading economic center but also a "new heartbeat" of the international financial ecosystem.
On the side of the management agency that has the role of creating a soft foundation for the development of IFC, the Department of Science and Technology of Ho Chi Minh City informed that it will support promoting R&D (Research - Development) activities in financial service fields, especially Blockchain, AI, Big Data, focusing on security and risk management.
Deputy Director of the Ho Chi Minh City Department of Science and Technology Le Thanh Minh said that the Department continues to focus on cooperation in training and attracting high-quality, specialized human resources to directly serve the needs of IFC. At the same time, promoting the Fintech startup ecosystem to create a bridge between the innovation community and large financial institutions, creating a continuous flow of ideas and technology applications.
Along with that, research on methods to focus on creating soft infrastructure, institutions, attracting global talent and developing local human resources; implementing digital transformation and "AI first" campaigns to bring IFC - HCM to breakthrough development, so that IFC - HCM is behind but not behind in the goal of soon becoming a financial center of the region.
Within the framework of the recent Autumn Economic Forum, the Global On-chain Economic Alliance (GOE Alliance) initiative was announced. The first key members of the Alliance are leading units in many fields in Vietnam and internationally, including: Viettel Digital Services Company; Dragon Capital; Tether; Ava Labs; Sky; Republic and On-chain Academy.
The Alliance is a groundbreaking pilot model, where IFC - HCM plays the role of a policy "support" and technology enterprises and financial institutions play the role of an operating "engine", aiming to attract international capital flows, create an attractive investment environment and participate in the world's On-chain ecosystem.
