Payments can only be made when three conditions are met: There is a budget assigned by a competent authority; the payment documents and vouchers are valid and legal, and the budget-using unit has opened an account at the State Treasury for accounting and payment.

When the above conditions are met, the State Treasury system checks and processes the documents in accordance with regulations. Through online public services, most regular expenditure records are processed within the same working day.

The State Treasury said that, up to now, 100% of budget-using units (except for the security and defense sectors) have conducted transactions on the online public service system, accounting for 99.5% of the total number of payment records.

By October 7, all units using commune-level budgets across the country had completed opening accounts at the State Treasury, ready to pay salaries and benefits to employees, including those subject to Decree 178.

In addition, the State Treasury has submitted to competent authorities to issue a decree replacing Decree 11/2020/ND-CP with the goal of shortening the payment time for regular expenditures to a maximum of 1 working day, while cutting 84% of the dossier components.

As of 12:00 on October 9, according to the report of the Ministry of Home Affairs, there are still 14,496 people who have decided to retire under Decree 178 who have not been paid, including some units that have just been supplemented with additional budget estimates by competent authorities. Relevant agencies are completing the documents and transferring them to the State Treasury to make payments as soon as possible.

The State Treasury is the unit that performs the final procedure in the payment process. Payment transactions are only implemented after the complete list of beneficiaries and budget estimates are entered into the TABMIS system.

The State Treasury is working on holidays, ready to immediately support budget-using units, from inputting and allocating budget estimates as well as checking records and making payments to the subjects as soon as the units transfer the records to the State Treasury.
