On October 13th, the State Treasury announced that, in implementing Conclusion No. 195-KL/TW dated September 26, 2025, of the Politburo on completing the payment of early retirement benefits under Decree 178 before October 15, 2025, the State Treasury system has implemented a series of urgent and synchronized solutions to ensure that payments are made quickly, accurately, and transparently.
Accordingly, as the accountant of the state budget, the State Treasury is the final link in the payment and disbursement process. The State Treasury only makes payments when the beneficiaries fully meet the three conditions stipulated by law: having an approved budget allocation; having valid and legal documentation; and the budget-using unit having opened an account at the State Treasury for accounting and payment purposes. When these conditions are met, the State Treasury system checks and processes the documents in accordance with regulations.
The State Treasury announced that, to date, 100% of budget-using units have conducted transactions through the online public service system, accounting for 99.5% of the total number of payment dossiers. All transacting units highly appreciate the quality of service and the dedication of the State Treasury system.
To meet the urgent deadline, the State Treasury has implemented a series of measures, issuing directives requiring the entire system to assign staff to be on duty throughout the National Day holiday on September 2nd and the weekend (October 11-12, 2025) to receive and process payment dossiers for Decree 178.
In addition, the State Treasury proactively advised the Ministry of Finance to issue Circular 15041/BTC-KTN guiding the implementation of Decree 178, and at the same time requested the Ministry of Interior to provide specific guidance on some remaining issues to ensure consistent and legally compliant payments.
By October 7, 2025, all commune-level budget-using units nationwide had completed opening accounts at the State Treasury, ready for the payment of salaries and benefits to employees, including those covered by Decree 178.
The State Treasury continues to refine the institutional framework and submits to competent authorities for promulgation a Decree replacing Decree 11/2020/ND-CP, aiming to shorten the time for payment of recurrent expenditures to a maximum of one working day, while simultaneously reducing the required documents by 84%.
Regarding investment expenditures, in accordance with Decree No. 254/2025/ND-CP dated September 26, 2025, administrative procedures have been reduced by 70% in terms of documents and paperwork, contributing to simplifying processes and improving the efficiency of budget disbursement.
The State Treasury announced that as of 12:00 PM on October 9, 2025, 14,496 people eligible for retirement benefits under Decree 178 have not yet received their payments due to incomplete documentation or the lack of supplementary budget allocation. Relevant units are urgently working to complete the necessary paperwork and forward it to the State Treasury for processing as soon as possible.
According to the State Treasury, as soon as the complete dossiers are received and the budget estimates are updated in TABMIS (Treasury and Budget Management Information System), the State Treasury units will immediately process the payments. The State Treasury system is committed to continuing to work even on holidays, ready to support budget-using units in quickly completing the necessary procedures.
The State Treasury affirms that it will continue to closely coordinate with ministries, sectors, localities, and budget-using units to complete 100% of benefit payments under Decree 178 on schedule, to the correct beneficiaries, and in accordance with regulations. This will contribute to ensuring the rights of workers and strengthening people's trust in the social security policies of the Party and the State.
