The Ministry of Finance has just issued a document reporting to the Prime Minister and Deputy Prime Minister Ho Duc Phoc on the progress of implementation and proposed adjustments to the deadline for completing the payment of regimes and policies for cadres, civil servants, public employees and workers who have quit their jobs according to Decree No. 178/2024 and Decree No. 67/2025 of the Government.
In Conclusion No. 195-KL/TW of the Politburo and Secretariat on the situation and performance of the political system and local government apparatus at two levels, the deadline for completing the payment of benefits for those who retire early or quit their jobs as prescribed in Decree 178 and Decree 67 is before October 15, 2025.
In that spirit, the Prime Minister requested to speed up the payment progress, even shortening this deadline to before October 10, 2025 to ensure serious implementation of the Central Government's direction.

However, according to the report of the Ministry of Home Affairs, as of 12 noon on October 9, there were 14,496 people eligible for payment of benefits but had not yet received payment of policies and benefits.
Some ministries, branches and localities have only been given additional budget estimates from October 8-9, so they have not been able to complete the allocation process, enter the estimates into Tabmis (Budget and Treasury Management Information System) and disburse through the State Treasury.
In addition, the Ministry of Finance is also submitting to the Government additional budget for some units such as Voice of Vietnam to pay benefits to employees at units that have ceased operations such as VTC Digital Television Station.
Due to objective problems regarding time and budget procedures, the Ministry of Finance proposed that the Prime Minister consider allowing ministries, central and local agencies to continue making payments no later than October 15 for those who had retirement decisions before August 31 but have not yet received payments.
