Deploying the 20-day peak campaign to develop social insurance and health insurance participants

(DN) - On December 4, Member of the Provincial Party Standing Committee, Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son chaired the meeting of the Steering Committee for implementing social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies in Dong Nai province.

According to the report of the provincial Social Insurance leaders, up to now, the whole province has more than 1 million people participating in social insurance, reaching a rate of 49.4%; more than 1 million people participating in unemployment insurance, reaching a rate of 44.35% and more than 4 million people participating in health insurance, reaching a rate of 91.9%. Meanwhile, by 2025, Dong Nai set a target of having 95% of the population participating in health insurance; 52% of working-age people participating in social insurance and 46% of workers participating in unemployment insurance.

The settlement of social insurance, unemployment insurance, and health insurance regimes has been fully resolved in accordance with regulations. Regarding health insurance examination and treatment, in the past 11 months, the provincial Social Insurance has appraised health insurance examination and treatment for more than 9.6 million people with a total amount of more than 4.6 trillion VND. The work of propaganda, application of information technology, and administrative reform has been promoted and achieved many positive results.

However, the provincial Social Insurance still faces great pressure in developing insurance participants and recovering outstanding debts. In particular, of the more than 1.1 trillion VND in late insurance payments, 134 billion VND is irrecoverable due to 599 bankrupt, dissolved units, owners absconding or missing. To complete the 2025 plan, Dong Nai Social Insurance needs to develop more than 217,500 participants in social insurance, health insurance, and unemployment insurance. At the same time, strive to collect more than 3.2 trillion VND, strive to reduce the rate of late insurance payments to less than 1.4% of the amount to be collected. To achieve these targets, the cooperation and contribution of relevant departments, branches and localities is needed.

Vice Chairman of the Provincial People's Committee Le Truong Son emphasized that there are only more than 3 weeks left until the end of 2025. To complete the 2025 tasks, he requested departments, branches and localities to unify the implementation of the 20-day peak campaign, focusing on developing participants in social insurance, health insurance, unemployment insurance and reducing outstanding debts. Steering committees at all levels must maintain regular meetings, clearly assign responsibilities; the grassroots must closely coordinate with the Social Insurance agency in reviewing subjects, organizing working conferences with enterprises that have not participated or have not fully participated.

The Provincial People's Committee leaders requested the Vietnam Fatherland Front Committee and mass organizations to mobilize and gradually change the form of gift support to giving health insurance cards to the poor, near-poor and disadvantaged people. The Provincial Social Insurance urgently advised on strongly implementing digital transformation, standardizing, connecting and sharing data with departments, branches and localities; striving to build a pilot model of data application and artificial intelligence in implementing social insurance and health insurance policies.

“The units should base on this conclusion to immediately implement, ensuring the completion of the year's targets and creating a foundation for the 2026 tasks. We request the entire system to continue to unite, be highly determined, and take drastic actions so that social security policies can truly come into life, ensuring the rights of the people and workers,” emphasized Vice Chairman of the Provincial People's Committee Le Truong Son.
