One of the targets of the Dong Nai Provincial Fatherland Front system for the 2025-2030 term is to mobilize and coordinate resources to build 5,000 sturdy houses for poor and near-poor households and other cases facing housing difficulties.

Currently, the Fatherland Front system and its member organizations are making efforts to implement solutions with the determination to help people in Dong Nai province settle down.

No one in need of assistance will be left out.

During the implementation of the program to eliminate temporary and dilapidated houses, Dong Nai province was one of the localities that completed the task ahead of schedule as assigned by the Central Government. As a result, more than 2,500 families received support to build or repair sturdy houses. Furthermore, in the 2024-2025 period, the entire province mobilized resources to build and repair over 3,600 sturdy houses.

However, damage to houses during use is inevitable, and for families unable to repair them, deterioration occurs even more rapidly. In addition, the number of poor and near-poor households, according to the new poverty standards, is increasing each period, meaning the number of cases requiring housing assistance is projected to rise annually. Furthermore, there are cases where people's homes are damaged by natural disasters… These are cases that urgently need housing assistance in the province.

Furthermore, according to Dang Thi Huong, Chairwoman of the Vietnam Fatherland Front Committee of Bu Gia Map commune, the commune is home to a large concentration of ethnic minorities. The lives of the people there are still fraught with difficulties. Therefore, in many areas, poor and near-poor households, and families facing hardship, still have to build temporary houses because their children have married and moved out due to lack of resources. This leads to a constant increase in the number of households needing assistance to build permanent houses in the locality.

To ensure that people receive housing support as stipulated, the province has conducted a review and statistical analysis of each family. According to statistics from the Vietnam Fatherland Front Committee of Dong Nai province, as of now, there are 2,900 poor households, over 1,900 near-poor households, and thousands of people with particularly difficult circumstances who urgently need assistance, the most important of which is providing them with sturdy housing to settle down.

In addition, families who are not classified as poor or near-poor, or families facing housing difficulties as defined by regulations, and who are currently living in rented accommodation, urgently need to own a home to settle down, and this group is being facilitated to access housing through various policies.

According to Le Ba Chuyen, Director of the Dong Nai Provincial Branch of the Social Policy Bank, in recent years, the Social Policy Bank has implemented a loan program with preferential interest rates for those borrowing to buy social housing. Surveys show that a large number of workers in industrial zones and those working in the state sector in Dong Nai province have a need for loans to own social housing. The unit is coordinating with local authorities to review families in need of access to policy loans; working with social housing developers to monitor project progress… This will serve as a basis for implementing the social housing policy credit program in Dong Nai province, with the determination to ensure that no eligible borrower is overlooked.

The efforts of the Fatherland Front system and its member organizations demonstrate flexibility in mobilizing, receiving, and distributing social welfare resources in building sturdy houses, as well as proactively implementing social housing policies with the goal of helping people in Dong Nai settle down.

Flexibility in resource allocation and policy implementation.

To achieve the set targets and, most importantly, to help people in Dong Nai settle down, in November 2025, the Vietnam Fatherland Front Committees at the provincial, commune, and ward levels, along with their member organizations, immediately began mobilizing, receiving, and coordinating contributions to help people build houses.

Specifically, in early November 2025, on behalf of the Vietnam Fatherland Front Committee of Dong Nai province, Ms. Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province, issued an open letter appealing for support for the Dong Nai Provincial Fund for the Poor to organizations and individuals inside and outside the province. In the open letter, the Vietnam Fatherland Front Committee of Dong Nai province called on individuals and organizations to join hands in supporting the Dong Nai Provincial Fund for the Poor in 2025 to assist poor households, near-poor households, and people with particularly difficult circumstances who are in dire need of a charitable home.

Also during this time, at the 2025 National Unity Day, 1,770 villages, hamlets, and neighborhoods simultaneously launched a campaign to support the Fund for the Poor to create funds to care for the people, including building sturdy houses.

Specifically, at the National Unity Day celebration in Tan Lai neighborhood (Tran Bien ward), the neighborhood's Front Committee launched a fundraising campaign for the Fund for the Poor, and the people initially contributed over 30 million VND to build sturdy houses and support social welfare activities.

Meanwhile, at the National Unity Day celebration in Tho Son commune's inter-residential area, individuals and organizations initially supported the commune in building four sturdy houses, with construction values ​​ranging from 100 million to 135 million VND per house.

In addition, according to Dieu Khue, Chairman of the Vietnam Fatherland Front Committee of Tho Son commune, during the housing construction process, the locality continues to connect community resources to create additional funds to help these houses become more spacious and comfortable upon completion. For families benefiting from housing policies, family members are assigned to work alongside construction workers, using their savings to further improve their homes.

For example, when the family of veteran Dieu Bia received 120 million VND in support from benefactors to build a sturdy house, the Party Committee of Tho Son Commune's Party Agencies contributed and mobilized an additional 15 million VND to help the family. Furthermore, according to Mr. Dieu Bia, upon learning that his family was receiving support to build a sturdy house, neighbors in the residential area helped with tasks such as clearing the old house and leveling the ground, saving him costs.

Regarding families eligible for loans to purchase social housing, Mr. Le Ba Chuyen stated: "Access to social housing loans is expanding, with longer loan terms and preferential interest rates. Furthermore, the Vietnam Social Policy Bank has allocated abundant resources for this loan program… Therefore, in addition to the responsibilities of the Social Policy Bank system, people need to proactively learn about this loan program to find opportunities for housing through policy-based funding."
