The Chairman of the People's Committee of Quang Tri province has issued a document urging the acceleration of the implementation and disbursement of public investment capital in 2025. According to the disbursement report of the State Treasury Region XII as of September 19, 2025, the disbursement rate for the entire province only reached 35.2% of the plan assigned by the Prime Minister , showing little improvement compared to the previous month and lower than the national average. Therefore, Quang Tri province is one of the localities criticized by the Prime Minister (Official Dispatch No. 169/CĐ-TTg dated September 21, 2025 on tasks and solutions to promote the disbursement of public investment capital in 2025).
The Provincial People's Committee severely criticized the investors with low disbursement rates on their projects, especially those whose disbursement figures remained unchanged as of September 20th compared to the figures that the Provincial People's Committee had repeatedly urged and directed.
Specifically, key projects directed by the Provincial People's Committee but with low disbursement rates include: Quang Ninh District General Hospital (9.8%); Quang Binh Northern Regional General Hospital (12.7%); the tourism infrastructure development project supporting comprehensive growth in the Greater Mekong Subregion, phase 2 (17.6%); component project 1 of the coastal road under the coastal road and Nhat Le Bridge 3 project in Quang Binh province (20.9%); and the coastal road connecting the East-West economic corridor in Quang Tri province (30.4%).
Several other projects have large capital plans for 2025 but low disbursement rates, such as: the North Hieu River Urban Area Phase 2 (0%); the coastal road section through the Cua Tung and Cua Viet bridge areas (1.96%); and the road system connecting the city center to Dong Hoi airport (13.4%).
To expedite the implementation and disbursement of public investment in the remaining months of 2025, the Quang Tri Provincial People's Committee requests that project owners continue to urgently and decisively implement timely and effective solutions to accelerate the progress of implementation and disbursement of public investment capital as directed by the Provincial People's Committee.
"It must be clearly defined that this is one of the key political tasks to achieve the province's 8% GRDP growth target in 2025, and also one of the bases for evaluating and ranking cadres, civil servants, and public employees annually. Accelerating the disbursement of public investment capital must go hand in hand with ensuring the quality and technical standards of the projects, occupational safety and hygiene, avoiding cost overruns, and combating corruption, negative practices, losses, and waste," the Provincial People's Committee requested.
By October 31, 2025, if any investor has a project with disbursement rates below the provincial average, the Provincial People's Committee will publicly criticize them at the regular meeting of the Provincial People's Committee (early November).
The Provincial People's Committee requests that project owners further enhance the role of the heads of agencies and units in disbursing public investment capital. Specific leaders and officials must be assigned to oversee projects to individualize responsibility and provide a basis for evaluating performance. A disbursement schedule for each project should be developed on a weekly, monthly, quarterly, and annual basis to ensure decisive and effective solutions, strengthen supervision and monitoring, and accelerate project implementation and capital disbursement; with the spirit of "overcoming the sun and rain, not losing to storms and strong winds," "eating quickly, sleeping urgently," "working 3 shifts and 4 teams," "working day and night, working on holidays," and "only discussing action, not retreating"...
Heads of units assigned as the project owners of public investment projects must make a written commitment to disburse the entire planned public investment capital for 2025, along with an appendix detailing the monthly disbursement schedule for each project from now until December 31st.
